When struggling with Satan, Michael dared not rebuke him but said "the Lord rebuke you", and since Jesus is no longer here but He has sent the Holy Spirit, He is the only One who can be the Restrainer. The scriptures give us a "job description" for the Holy Spirit, and He was never assigned to be the Restrainer that the Apostle Paul is speaking of. If Michael is the protecting Angel of Israel, how can he also be the Restrainer? Who but the Holy Spirit works to protect the children of God, those who have accepted Jesus as Saviour and keep them from the enemy's hand? God restrains and controls the hearts of such (His or not) Exodus 5-12John 19:11 11 Jesus answered, "You could have no power at all against Me unless it had been given you from above. Therefore the one who delivered Me to you has the greater sin." NKJV So as God is listed as the ruling influence over all and actively shown so by The Scripture that teaches us Christ 'IS' all rule and authority is given by The GodHeadMatt 28:18-20 18 And Jesus came and spoke to them, saying, "All authority has been given to Me in heaven and on earth. 19 Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, 20 teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end of the age." Amen. NKJV (end of what age) is the directive for the understanding! Angels are primarily seen as messengers to men and vessels with God's Will in execution of His judgment ... as they like us are subject to error the only restraint against evil could be - 'IS' God Himself! The Holy Spirit is The Spirit of Christ and active force in this rule to accomplish all that is spoken of In His Holy Word:1 Peter 1:10-12 10 Of this salvation the prophets have inquired and searched carefully, who prophesied of the grace that would come to you, 11 searching what, or what manner of time, the Spirit of Christ who was in them was indicating when He testified beforehand the sufferings of Christ and the glories that would follow. 12 To them it was revealed that, not to themselves, but to us they were ministering the things which now have been reported to you through those who have preached the gospel to you by the Holy Spirit sent from heaven — things which angels desire to look into.
