Is God responsible for Satan's actions?

The whole world lies in the power of Satan. And Satan operates with God's permission but within certain parameters. He cannot influence the sons and daughters of God . Only those who are the unbelievers, the fallen, those who are not saved.

That is a pretty hefty statement, not being able to influence.  I would disagree with this line of thinking and would say that Satan may try to influence, and if we are not careful, we can be influenced if our guard is down.  If he could not influence those who believe, why would we be told in Ephesians 6 to wear the whole armor of God?  Why would there be so many warning in scripture about going astray?

Satan cannot possess us, but he sure can oppress us.  We just need to stand strong, listen for Gods guidance and trust in the Lord to see us through.

Do you believe someone who is sealed with the Holy Spirit of God can be trespassed upon by the lesser spirit of Satan?

He can if you are not paying attention.....  and he can offer you ssooooooo much that it is hard to turn down if you aren't careful.
