It was not a report, it was a Master's Thesis, and it is not a minor thing. People loose jobs and even degrees over such things. When one is in school the APA rules for citations are beat into your head, every class enforces them. There is no excuse for not knowing them. No. It's minor,its ancient history. He forgot quotation marks, so what? All his sources were cited. If his grades wernt docked by the school for it, then perhaps the person we should be looking at is the person who graded it.
