Just to quote Herb from his article above:

"Now for that intriguing new possibility I mentioned: What if this was all planned from the get go. What if France and Spain were actually working together to torpedo this summit. Why? So the 10 nation WEU alliance could stay in control of the EU."

Just to let you know how the 10 WEU nation alliance has the majority vote, because Herb wasn't very clear on it. Currently, Solana's core group of 10 has the majority vote because there are only 15 member nations in the entire EU.

The WEU has a 10 to 5 advantage.

It sounds like something France would do to keep the secret advantage. They are probably afraid of losing that advantage on May 1st, 2004, when the 10 new nations from the eastern side will officially join the EU. If all 25 nations can't unanimously agree, then they will all have to live with the old system until an agreement can be reached, therefore, the advantage will remain in the WEU.

France doesn't play fair. They like to make their own rules as they go along. One more note of interest. France is also the only EU nation that refuses to be a part of NATO, because they are sick and tired of the U.S.A.

Ten-speed Europe

Surprise, surprise -- nobody was surprised. In fact, Radio Free Europe is reporting France and Germany were expecting the summit talks to collapse. The report says:

That Germany and France may have planned for failure is suggested by the fact that they unveiled plans to forge ahead with a "core group" as soon as news broke that the summit had collapsed (Read about it here>>>> http://www.rferl.org/nca/features/2003/12/...22003174108.asp

Hummmm ...they already had their plans for a core group ready. And Silvio Berlusconi, the EU president, besides accused of being poorly prepared is said to have joked his way through this important summit (Read about it here>>>> http://www.euobserver.com/index.phtml?sid=9&aid=13910

What does it all mean? For one thing, it looks like this all could have been planned. And for another, it means we're going to have that "two-speed Europe" everybody is warning against. But, I think it's going to be more like a ten-speed Europe. I say this because of the nations mentioned who may be in this core group. The first report says:

Apart from the EU's six founding members (Germany, France, Italy, Belgium, the Netherlands, and Luxembourg), Greece and Hungary were also said to have expressed interest.

If you've been following my commentaries, you know I've been watching for Greece to be added to this mix of nations (What Herb thinks 12-13-03>>>> http://fulfilledprophecy.com/eu_crash_burn.html That's because Greece, like the other nations in the above list, are all members of Javier Solana's 10 nation WEU military alliance -- all except Hungary. In other words, we find here seven nations from Solana's 10 nation alliance.

Now let's put this together. Back in July 2000 we saw Solana and the French EU presidency install the 10-nation WEU alliance into the Council of Europe. That same month we saw the Council approve the infamous Solana Decision that placed all EU military documents out of public view. Then, at the Nice summit held at the end of the French presidency, we saw the weighted voting system adopted giving the 10 WEU nations the majority vote in the Council.

Now let's fast forward to this December EU summit where the super EU's constitution was to be approved. Instead, the talks collapsed without the constitution's approval. Why? Because an agreement couldn't be reached to change the weighted voting system. And, this leaves the 10 WEU nations with the majority vote. Surprise, surprise.

Yet there's more: As soon as the talks collapse, we find Germany and France ready with their plans for a core defense group of nations. And evidently, their core group will be made up of seven nations from Solana's 10 WEU nations. Once again, surprise, surprise.

How about Hungary? Hungary is not a member of the WEU alliance. So, I don't think Hungary will be included in this core defense group. But even if it is included, it still would be just seven from the WEU alliance. And the WEU is Solana's all important connection to NATO.

What about the three WEU nations -- Britain, Spain and Portugal -- who are missing from this core of seven? Perhaps they'll come around later. Or, maybe other nations will take their place. After all, the Bible doesn't describe either a two-speed, or a seven-speed Europe.

It describes a ten-speed Europe -- with three kings being subdued (Daniel 7:24).

Is this what's happening?

Disagreement on when to restart Constitution talks

After failing to reach agreement on the content of the European Constitution, EU leaders are now contradicting each other on when to restart talks.

The collapse of negotiations last weekend (13 December) has prompted a raft of speculation over how long to leave before reopening talks - and the wounds caused by the failure of the summit.

The Irish foreign minister Brian Cowen said in an interview with the Financial Times that there was a mood of "cautious optimism" that a deal on the new treaty might still be possible in the first half of 2004, when Ireland takes over the EU helm.

Sharon Doing Unthinkable

Shock waves bounce as Israeli Prime Minister Ariel Sharon does the unthinkable.

Sharon told the Palestinians if they didn't get up off their bomb crates and do their part in implementing the road map, he would do it without them. Here's how Sharon was reported to have put it:

If the Palestinians abjure peaceful negotiation, Israel will initiate the unilateral security step of disengagement from the Palestinians (Read about it here>>>> http://www.jta.org/page_view_story.asp?int...intcategoryid=1

I guess we could call this bull-in-china shop diplomacy. But no matter what we call it, some analysts are calling it ingenious. Their reasoning is, Sharon knows sooner of later he's going to have to be giving up land anyway. And this is a crafty way for Israel to decide the new borders -- not the international community.

But there were some words in Sharon's speech that stopped my speed-reading and sent it into a sudden reverse. I reread the sentence -- but this time slowly. Here's what Sharon said:

There were those two words again -- "peace and security." If you've read my book, you know I believe an important sign may have occurred in 1992. That sign was when, in an Israeli election, the majority in Israel began saying "peace and safety" by voting for Yitzhak Rabin.

Here's why I believe this. The Apostle Paul said:

"While they are saying, 'Peace and safety!' then destruction will come upon them suddenly (1 Thessalonians 5:3 New American Standard Bible).

You see, I believe the "they" Paul was referring to is unbelieving Israel. And the "destruction" that would come is the foretold destruction caused by the Antichrist breaking his seven-year security agreement (Daniel 9:27).

What amazes me is the situation in Israel today is almost exactly as it was in 1992. Back then the Prime Minister who didn't want to trade land for peace was Yitzhak Shamir. However, it was Sharon behind the scenes implementing Shamir's Greater Israel policy by encouraging the establishment of settlements in the West Bank and Gaza.

Now here we find the same Sharon, the man most responsible for these settlers being there in the first place, saying these settlers will now have to give up their land.

However, Sharon is saying it a little different. Sharon is reversing the order of the words. Sharon isn't saying "peace with security" like Rabin did. Sharon is saying "security with peace." In other words, Sharon is saying security has to come before the peace.

Unfortunately, I'm afraid it's not going to be that easy. You see, no matter how you say them, they're still the same two words Paul warned us about -- "peace and safety."

Israel shouldn't be saying them at all.

Even-handed Covenants

My favorite picture is the one taken of me and Henry. I'm talking about the Henry -- Henry Kissinger. And, I learned something from that short encounter about what makes a great diplomat great.

When Kissinger was addressing us reporters, he didn't do it from behind the podium the way all the other big shots did, he stood at its side and leaned against it. This made us feel like he was one of us -- not one of them. But that's not all. When Kissinger finished speaking, he came down from the platform and began strolling among us. Like I said, he made us feel like he was one of us.

It's reported the EU's High Representative Javier Solana has this same quality. In fact, in one account I read Solana was called "Mr. Huggy." The reason for this handle is because when Solana enters a building the first thing he does is go around and say hello to everybody he knows. And, he wont just shake their hand, he often gives them a big hug.

As far as diplomats go, I've always seen Henry Kissinger as being in a league of his own. However, I'm beginning to consider Javier Solana in the same league.

Thanks to a reader who brought something to my attention, I'd like to now do the same with you. For one thing, it tells us something about Solana's style of diplomacy. And for another, it may point to another major coming fulfillment of Bible prophecy. In the last part of the third report about the India/Pakistan dispute, we find these words:

Javier Solana, who also holds the office of the Secretary General of the EU council of ministers, is known for introducing the element of even handed approach towards India and Pakistan as a policy covenant in the bloc of 15 set to be enlarged to 25 European countries.

Here we find Solana's even-handed approach to diplomacy. In fact, according to this report, Solana's even-handed strategy is an established "policy covenant" of the EU.

Now here's my point: If you read the entire report, you will find Solana is also deeply engaged in a fourth dispute -- the Israeli/Palestinian dispute.

This brings up an interesting question: Will the foretold seven-year agreement between Israel and the coming Roman Prince be one of Solana's so-called "even-handed" covenants?

Considering the league of two in which Solana is a member, it wouldn't surprise me.

PA calls on Quartet to make Israel implement road map

The Palestinian Authority on Saturday called on the Quartet, which consists of representatives from the United States, United Nations, Russia, and the European Union, to take measures that will bring about Israel's implementation of their road map peace initiative.

The PA also called on the Quartet to intervene against the plan for unilateral disengagement, proposed by Prime Minister Ariel Sharon at the Herzliya Conference on Thursday.

The architects of the road map hope to meet early next year to press for its implementation, the EU's top diplomat said Friday.

The road map aims to end more than three years of violence and establish a Palestinian state by 2005. But it has failed to make much progress.

"We hope to have a Quartet meeting soon - at the beginning of the year," EU foreign policy chief Javier Solana said. "It's needed to give a push to the implementation of the road map - no doubt about that."

The Quartet last met September 26 on the sidelines of the UN General Assembly at a time of escalating Israeli-Palestinian violence that halted implementation of the road map.

The four parties, who announced the peace plan in May, had said they would meet again by the end of the year to assess progress.

Solana told reporters after a meeting with Secretary-General Kofi Annan that no date or location had been decided for the Quartet meeting early next year.

Since the last meeting, he said, the Palestinians have a new prime minister, Ahmed Qureia, and "events have taken place in the Middle East."

The European Union on Friday welcomed some aspects of Prime Minister's Ariel Sharon's latest statement on Middle East peace, but warned "unilateral" moves would not help end the conflict.

"There is no unilateral solution to this conflict. Any statements pointing in that direction will certainly not help to move the process forward," Solana said.

In a major policy statement Thursday, Sharon expressed support for the "road map" peace plan backed by the EU and United States, offered to relocate Jewish settlements away from Palestinian population centers and ease travel restrictions on Palestinians.

He also said Israel will speed up construction of its security barrier along the West Bank as part of a temporary border, and threatened to disengage unilaterally from the peace process if Palestinians do not dismantle terror groups.

"I welcome ... Sharon's acknowledgment that a full and genuine implementation of the road map is the best way to achieve true peace between Israelis and Palestinians," Solana said.

"This important statement fully coincides with the EU's well known position on this issue."

Solana's statement added, "What is urgently required is that courageous and bold steps be taken in parallel by both sides for the effective implementation of the road map."

Things That Make For Peace

We students of Bible prophecy usually keep one eye on Israel, and one on Europe. The reason is many of us believe Israel's rebirth is the first great sign of end-times prophecy, and the revival of the old Roman Empire is the second.

In Revelation 12 we find a woman who I believe represents Israel, and a seven-head dragon who I believe represents Satan's seven Gentile kingdoms -- the last of which is a revived Rome.

That's why today's news about Israel and the EU is especially interesting. It appears both Israel and Europe are doing the same thing at the same time -- planning for peace but preparing for failure.

According to this report, Israeli Prime Minister Ariel Sharon is preparing for the failure of the international gang's so-called "Road Map" peace plan. Instead of the Road Map, Sharon is preparing to implement his "Disengagement Plan" (Read about it here>>>> http://www.abc.net.au/news/newsitems/s1017304.htm In other words, if the peace talks break down with the Palestinians as expected, Sharon is simply going to pick the new borders and fence them out.

Needless to say, Sharon's "Disengagement Plan" is international heresy and the leaders of Europe are screaming their heads off. Yet they're doing exactly the same thing. According to The Independent, the EU's new presidency is also planing for failure. The report says:

It appears neither the woman (Israel) or the dragon (the super EU) can get their act together and find the peace they seek. Why? Because neither side really understand the things that make for peace.

Actually, it's a very sad condition when you think about it. In fact, once when Jesus approached Jerusalem He began to cry because of it. The Scripture says:

And when He approached, He saw the city (Jerusalem) and wept over it, saying, "If you had known in this day, even you, the things which make for peace! But now they have been hidden from your eyes (Luke 19:41-42 New American Standard Bible).

What were the things Jesus was talking about? He was talking about the things of God -- such as righteousness and justice. And He was talking about Himself -- Israel's long awaited Messiah. You see, Jesus is the true Prince of Peace. Without Him, there can be no lasting peace for either Israel or human kind.

Yes, Israel rejected Jesus her Messiah. But, so does modern Europe. In fact, the EU heads recently approved a new security doctrine that at it's very heart and soul denies the existence of truth and justice. It seeks establishing a peace built on a lie - a peace destined to collapse.

Fortunately, God still rules over the affairs of men. And, no matter what lessor rulers say, righteousness and justice are the foundation of God's throne -- the things that make for peace.

First China-EU satellite launched

China and the European Union have launched their first joint space mission to study how the magnetised and charged particles streaming off the Sun affect Earth.

The first spacecraft in the Double Star mission was successfully blasted off on Tuesday morning (30 December) from a base in southwest China.

The second will be launched in about six months' time.

The satellite is the first of its kind launched by China. It is part of a space probe programme carried out jointly by China and the European Space Agency (ESA).

Turbulent Italian Presidency comes to an end

EUOBSERVER / BRUSSELS - In two days, the EU will slip gratefully out of the Italian Presidency and into the hands of what is set to be a more prosaic Ireland.

It will mark the end of a six-month stint in the second half of 2003 which has seen the European Union headed by Italy

Prodi receives letter bomb

The President of the European Commission Romano Prodi received a parcel bomb at his house in Bologna on Saturday (27 December) but he was unhurt.

Romano Prodi, the head of the European Commission opened a letter bomb at his home in the Italian city of Bologna but the flame-explosion did not hurt the former Italian Prime Minister, his spokesman said.

"A parcel bomb arrived at his home. Prodi opened it himself, carefully. It exploded, making a big flame. He was not hurt and there was no damage", said the spokesman.

"It was a small bomb. I think it was not a very professional one".

Just before Christmas, on 22 December, two small home-made bombs exploded in rubbish bins in the street outside Mr Prodi's home in Bologna.

An anarchist group claimed responsibility for the attack.

      You will know how to live like an eagle and lead others to the same place of safety and protection that God led you to, which broke you out of the silent prison you were in. Put your war boots on and get ready to fight back! Refuse to lay down -- get out of bed and rebuke what is coming at you. Remember where you are seated and live from that place.

      Acts 1:8 - “But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses … to the end of the earth.”

      I thought I write about the flip side of a topic, and how to recognize the attempts of the enemy to destroy lives and how you can walk in His victory!

      For the Apostle Paul taught us not to be ignorant of enemy's tactics and strategies.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      As we continue this series the next obvious sign of the resurrection in the Old Testament is the sign of Isaac and Abraham.

      Gen 22:1  After these things God tested Abraham and said to him, "Abraham!" And he said, "Here I am."
      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
