Is Aznar A Good Cop?

Evidently, to bring Britain into the fold, France and Germany dropped their request for a new defense command headquarters outside NATO. Instead, their defense wing will continue to be headed with structures that were created by Javier Solana in the Council.

US Turns To Solana's Euro-Med!

This may be important!

Reuters is reporting US President Bush is turning to the Javier Solana negotiated Euro-Mediterranean Partnership to bring democracy to the Middle East (Read about it here)>>>> http://www.reuters.com/locales/newsArticle...storyID=4159366

I repeat -- Bush is turning to an agreement that Solana negotiated with Israel and eleven other Mideast countries back in 1995.

And here's where this gets real interesting for us on FulfilledProphecy. Although the Euro-Med agreement was negotiated in 1995, it didn't go into force with Israel until June 1, 2000 -- just days before Solana's 10-nation Western European Union adopted its Assembly Recommendation 666.

Not only that, the goal of this agreement is to have a free trade area up and running between Israel and the EU in 2010.

Needless to say, I had a phone call from Constance Cumbey on this startling news. If you've seen her CD, you know why. Constance's CD tells us about a large earthquake that occurred in Israel at the time Solana's Euro-Med agreement was completed with Israel. The earthquake was so large it was felt throughout the Middle East region. Nevertheless, for some reason it's size was historically revised to make people think it was smaller then what it actually was.

Now we learn that President Bush is planning on using Solana's agreement as the platform to bring peace to the Middle East region. And, he wants to begin implementing it this year.

Let's see, how many years left to 2010?

Humm ... I think I feel another earthquake coming on.

EU Plan, US Label

President Bush's "Greater Middle East" proposal is an EU plan, with a US label. Here's why I say this: Last October I wrote a commentary I believe may be relevant enough to post in its entirety.

Solana's Wider Middle East

They're calling it their "wider Middle East" policy. And what it means is what I've been expecting. The European Union will help the United States in Iraq, but they have their price. The EU wants a bigger piece of the Middle East pie.

On Saturday the EU foreign ministers gathered in Brussels to discuss their new wider Middle East Common Foreign and Security Policy with their High Representative, Javier Solana. It seems Solana and his "core" group of EU heads want to combine the conflicts in the region into one single foreign policy strategy. In other words, if the US wants the EU to scratch its back, the US will have to scratched the EU's back too.

Here's how the deal is being presented: The US is asking the EU to provide both financial and military support for Iraq. The person who holds the purse strings in the EU is external affairs commissioner Chris Patten. So Patten, apparently working closely with Solana and his 10 core nations, made it clear at this meeting the EU's support will be tied directly to Washington's willingness to meet certain EU demands.

Patten put it this way:

The main thing we've been discussing isn't a conditionally, it's the means which we think would be most likely to maximize contributions not just from Europe but international donors as a whole. We've been discussing with others for some time, in what is called the "core group," the establishment of a multilateral independent trust fund, working separately from the development fund for Iraq [run by coalition authority], but obviously closely coordinated with it.

But Chris Patten's voice isn't the only one we're hearing coming from this meeting. According to the report, Javier Solana also spoke his mind. And, guess what? Solana's mind was on the Middle East peace process.

This appears to be the bottom line -- and, it's as I thought: The EU will help the US in Iraq, but for a price. Well, President Bush just gave his State of the Union speech. And, guess what? He's proposing a massive effort to bring peace and democracy to the Middle East. But instead of calling it Solana's "Wider Middle East," he's calling it his "Greater Middle East." Here is some of what Bush said:

As long as the Middle East remains a place of tyranny, despair and anger, it will continue to produce men and movements that threaten the safety of America and our friends. So America is pursuing a forward strategy of freedom in the greater Middle East. We will challenge the enemies of reform, confront the allies of terror, and expect a higher standard from our friends. To cut through the barriers of hateful propaganda, the Voice of America and other broadcast services are expanding their programming in Arabic and Persian - and soon, a new television service will begin providing reliable news and information across the region. I will send you a proposal to double the budget of the National Endowment for Democracy, and to focus its new work on the development of free elections, free markets, free press and free labor unions in the Middle East. Do we need more proof this is really Solana's "Wider Middle East" plan? Let's look once again at that report I posted yesterday. Speaking about an American official in Brussels, Reuters reported:

He said Washington wanted to build on the EU's existing Euro- Mediterranean dialogue -- known as the Barcelona process -- which offers North African and East Mediterranean partner states trade and aid benefits in return for economic and political cooperation and reform (Read about it here)>>>> http://www.reuters.com/locales/newsArticle...storyID=4159366

There we have it. Bush's "Greater Middle East" is really Solana's "Wider Middle East." As you may know, Solana negotiated the Barcelona agreement back in 1995. Now it looks like Solana's plan will become the framework for the new Middle East the Western powers want to create. And speaking of Solana, the same Reuters report said:

We have had the Barcelona process for a long time. We have to find ways of broadening the Barcelona process and finding mechanisms for including other countries," a spokeswoman for EU foreign policy chief Javier Solana told Reuters.

The fact is, Solana's Barcelona proccess has always been potentially a global process. And, as you know, part of the new Solana Doctrine the EU recently adopted is to create a new international order.

Like I said, I think a deal may have been cut between the EU and the US. And although Bush's "Greater Middle East" proposal has a made in USA label, it's an EU plan.

It's Solana's plan.

A Whole Lot Of Sleeping

What's the cause of their blindness? I understand why nonbelievers can't see it. But, why can't believers see it? Only one thing to think: There's a whole lot of sleeping going on.

Like I said, I can understand why nonbelievers can't see it. After all, they don't have God's Word in their minds and in their hearts. They're not born of the Spirit and the god of this world not only blinds their eyes, he holds them captive to do his will.

The EU's High Representative Javier Solana -- in an office that didn't even exist on paper before 1997's Amsterdam Treaty -- has been busy building his empire and nobody is seeing it. Since taking office in October 1999, Solana has been forging strategic alliance after strategic alliance. After restructring NATO for his purposes, Solana began building his empire within the EU bureaucracy. From their Solana swiftly rose to a position within the EU to expand his empire without. And, that's what we're now seeing.

Last June, Solana delivered his new security doctrine to the EU heads. It was titled A Secure Europe in a Better World. And as I've been reporting, everybody fell in love with it. France loved it because it would create a bi-polar world, Germany loved it because it would create a new international order, Britain and the other pro-America EU nations loved it because it stressed the importance of the Atlantic Alliance. And naturally America liked it for the same reason.

A few days later Solana and EU heads traveled to Washington and signed a treaty that was directly inspired by what later would become known as the Solana Doctrine. From America's perspective, it was an answer to their need for co-operation in their new war against terror.

This agreement with Washington grew out of an earlier offer Solana had made to Washington immediately after September 11. Solana suggested America and the EU should join forces in the war against terror. From here grew the Solana Doctrine in Europe and the strategic alliance that followed with America.

Soon following in the same year, Solana secured two more very important strategic alliances -- one with Russian and another with China. An important element to these alliances was to win help in creating his own satellite network to rival America's GPS targeting and navigational system.

But, this is just a snapshot of Solana's diplomatic and political achievements. Since becoming head of NATO in 1995, Solana has risen to a place today where it is his plan that an American President has embraced to bring peace to the Middle East region. That's right, President Bush's "Greater Middle East" plan he announced in his State of the Union address is in reality Solana's "Wider Middle East" plan the EU heads approved last October.

In other words, this man who suddenly appeared among a 10-nation alliance back in 1999, this man who was given emergency powers with the 10 nation's Assembly Recommendation 666, is now setting the stage to be the one who will bring peace to the Middle East.

Yet most people aren't seeing it. And I understand why. Like I said before, the unbelieving world has been blinded by the god of this world.

But this brings up an important question: Why aren't God's people seeing it? Why am I almost the only person who is calling attention to these events? The only answer I can think of is the same as before, the god of this world has managed to also blind the eyes of God's people.

How did he do it? I believe the Bible tells us how. By putting them to sleep -- by assuring them they wouldn't be here to see these events anyway. So, why waste time watching.

Yet, Jesus told us something different. He said we were to stay alert. Why? So we wouldn't go to sleep and become like the rest of the unbelieving world. But we didn't listen.

There's a whole lot of sleeping going on.

EU's Big 3

As I've been reporting, there is a desperate battle raging in the EU. The problem is, each EU head has their own idea about the way the EU beast should go. Even old alliances are quarreling. Not only are the six founding EU nations -- Germany, France, Italy, Belgium, Netherlands and Luxembourg -- not agreeing with each other, the so-call "core" 10 Brussels Treaty Powers -- Belgium, France, Luxembourg, Netherlands, UK, Germany, Italy, Portugal, Spain, and Greece -- can't agree either.

So why don't they just all sit back and give it time? Because, they don't have time. The problem is, in May the EU beast will have 10 more heads spinning around every six months. Now it only has 15. This means what ever the 15 heads want to do, they have to do it now.

That's why Britain, France and Germany decided to band together. They don't really like each other that much, it's just that they need each other. The idea is, if these big three EU nations band together, they can pretty much set the EU beast's agenda. So, that's what they're doing.

Question: Will the big three pull it off. By standing firmly together, will they rally the other member states around them?

Like I said, in the face of the EU's coming enlargement, it looks like all old loyalties are out the window. This means, something new is coming. And what ever it is, it's coming soon.

A Bit of a Chimera

Earlier this month I reported that the EU's High Representative Javier Solana said he was pessimistic about the Middle East road map peace plan. And if you recall, I said I thought it was Solana's way of saying he didn't think President George Bush wasn't doing a good job.

Well, Solana did it again. But this time he said at a meeting of important leaders from around the world -- at the World Economic Forum in Switzerland.

But the way Solana said it this time was much more insulting to President Bush. When Solana was asked his opinion about Bush's Greater Middle East proposal, Solana said:

After reading that, I had the most profound thought. I thought, "I have to look that word up."

"Chimera," according to my dictionary, is a word that comes from a Greek legend. It was the name of a strange, fire breathing creature that has the head of a lion, the body of a goat and a serpent for a tail. And said figuratively, it means Solana's thinks Bush's Greater Middle East plan is completely nuts.

Evidently, at Switzerland Vice President Dick Cheney asked the Europeans to help the US bring peace and stability to the Middle East region. Although Solana had been seeking this joint effort, Solana doesn't believe the way to do it is by bringing democracy.

But wait a minute. Isn't Bush's Greater Middle East plan really Solana's plan with an America label? And didn't Reuters recently report an American official in Brussels said Washington wanted to build on the EU's Euro-Mediterranean Partnership and the Barcelona Process -- agreements that Solana negotiated -- agreements with much the same goal?

Yes to these questions. But Solana's plan didn't call for transforming the Arab world into democracies. Instead, it only called for economic and security co-operation.

But isn't it a good idea to bring democracy and freedom to the region? Sure it is. Then why is Solana calling Bush's Greater Middle East plan crazy? Here's what I suspect:

For one thing, bringing democracy isn't a part of Solana's plan. For another, Solana has expended a lot of diplomatic effort accumulating brownie points with Arab leaders. This is a good opportunity to win a few more. And lastly, the Middle East plan that is his -- the Euro-Mediterranean Partnership -- he doesn't want somebody else putting their name on it.

Especially a religious conservative like George W. Bush.

A Bigger Cup of More

Perhaps one of the most amusing things for me is how the EU's leaders in Brussels like to use Euro-spin. Euro-spin is saying one thing, and meaning something else. In this case they're employing it to cover their EU beast's lust for empire.

They're calling it "Wider Europe." And if you recall, only last October we learned about the EU's "Wider Middle East." But, what do the EU officials really mean? They mean their EU beast wants a bigger cup of more ... more ... more!

And an empire it will be. A Secretary of Defense?

Last October I wrote a commentary about Robert Cooper. Why? For two reasons. One: Cooper is an advocate of a foreign policy he calls "new imperialism." And two: Robert Cooper has become the right hand man and personal adviser to the EU's High Representative, Javier Solana.

Here's my question. Why does Solana -- at most the EU's new foreign minister -- himself need a foreign minister? In American Cooper's position would be called Secretary of State. When you think about it, that's what Cooper appears to be -- Solana's Secretary of State. A possible answer, of course, is Solana is planning on being much more than just a foreign minister.

Now if Solana is planning on becoming something more on the level of a president, he wouldn't just need a Secretary of State, he would also need a Secretary of Defense.

With this in mind, it's interesting that the EUbusiness is reporting Solana has chosen a British official named Nick Whitney to head up a new defense agency to be established within the Council of Europe. Question: If Solana is to become something more than a foreign minister with Cooper his Secretary of State, is Whitney to become his Secretary of Defense?

The report also said this new defense agency should be up and running in 2004. Why is this interesting? Because as it looks now, the EU's new Constitution will arrive about the same time. And as I've been reporting, the new Constitution calls for a new, super EU foreign minister with powers that will rival, if not surpass, the EU presidency.

And if this job goes to Solana ...

Little Heads Cry Solana

Nevertheless, I thought it important enough for a commentary.

The Financial Times is reporting the smaller EU member states are becoming worried about what the big three -- France, Germany and Britain -- are really up to. If you recall, recently Britain announced its decision to join with France and Germany in an attempt to maintain control of the EU beast as it absorbs 10 new member states into its body in May.

Now here's where the report gets interesting: It seems the smaller EU states are crying out for Solana. Evidently, the way they see it, the big three are trying to move Solana aside and take control of the EU's foreign and defense policy.

If you've been following my commentaries, you know I have a little different take on this. I suspect Solana may be working behind the scenes with these big three in order to preserve his 10-nation military alliance -- an alliance in which these big three are the cornerstone.

But the other members states see it different. They remember how these same big three brushed Solana aside when they negotiated a deal with Iran to open its nuclear program to international inspection. Now in their eyes, they're seeing Solana being brushed aside once again.

Why does this bother them? Because, they believe Solana speaks for the entire EU, and the big three only for their own interests. So naturally, in the area of EU foreign policy they would much rather see Solana taking the lead.

Now isn't this interesting? No matter which direction the EU beast takes, one name just keeps popping up.

Put your war boots on and get ready to fight back! Refuse to lay down -- get out of bed and rebuke what is coming at you. Remember where you are seated and live from that place.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
