Back Under Solana's Wings

The EU's first High Representative of Common Foreign and Security Policy, Javier Solana, suddenly found himself standing in the middle of a great, big brawl. The 15 heads he was hired to represent in common foreign policy began fighting among themselves over the issue of war with Iraq.

As I said before, up to this point things were going well for Solana. The foreign policy course he had set for the EU in the Balkans proved so successful the EU head's were now asking him to turn his diplomatic skills to solving the Israeli - Palestinian conflict.

That's when it all began coming apart for Solana. When America requested European support for an Iraqi war, the 15 EU heads he represented scattered out from under the wings of his common foreign policy like chickens frightened by a firecracker.

Solana's first reaction was to stay quiet and watch. It didn't take him long, however, to find a safe line to walk on the Iraqi issue, and still end up where he wanted to go. He called the evidence that Secretary of State Colin Powell provided to prove Saddam Hussein was still hiding weapons of mass destruction irrefutable. But, he said the matter was up to the UN Security Council, not Washington, to resolve.

Once again Solana was successful in finding that common ground. But, by now his 15 EU heads were too angry with each other to listen to him. So, realizing the EU's entire common foreign and security policy was at risk, the Greek EU presidency agreed to call for an emergency summit where Solana could present his common ground.

At the beginning of the summit Solana addressed the 15 heads. Solana presented what he thought were there basic points where they could all agree (Read about it here).

Solana's first point: Saddam Hussein had to be disarmed.

Second point: The UN, not Washington, should be the one to do it.

Third point: The role of the inspectors is fundamental and should be supported.

After Solana presented his three points to the 15 heads, the emergency summit began. And, I could hardly wait to see what they would decide. Finally a statement was issued (Read it here). And as I expected, the 15 heads agreed to all three of Solana's points. Here's some of the official declaration:

Regarding Solana's first point: "We are determined to deal effectively with the threat of the proliferation of weapons of mass destruction."

Solana's second point: "We are committed to the United Nations remaining at the center of the international order. We recognize that the primary responsibility for dealing with Iraqi disarmament lies with the (U.N.) Security Council."

Solana's third point: "We reiterate our full support for the ongoing work of U.N. inspectors. They must be given the time and resources that the U.N. Security Council believes they need."

The EU heads, however, did manage a point or two of their own. For example, they warned, "However, inspections cannot continue indefinitely in the absence of full Iraqi cooperation." And they added, "The European Union reiterates its firm belief in the need to invigorate the peace process in the Middle East and to resolve the Israeli Palestinian conflict."

So once again, Solana's diplomacy may have saved the day. With the EU's new common foreign and security policy on the verge of collapse, Solana found a line that all 15 heads could walk, and still end up where he wanted them to be.

They're back under Solana's wings.

Solana's Secret Memo

The World Socialist Web Site claims a German news magazine recently reported about a secret memo from the EU's High Representative, Javier Solana. According to the report, in this memo Solana accuses the US of attempting to use the new eastern European countries to undermine his efforts to create an independent foreign and security policy for the EU (Read about it here).

Before you trash this information as just more leftist propaganda against conservative America, keep in mind that the largest party in the European Parliament today is made up of socialists -- the Social Democrats. And, many of the EU's top leadership either are, or have been, members -- including Javier Solana and Hans Blix.

Here's my point: If this report about a secret memo is factual, that tells me, unlike the former Clintion administration who blindly made it all possible, the Bush administration understands what's really going on in the EU and is doing what it can to stop it.

You see, prior to this dispute in the EU over the Iraqi issue, things were going extremely well for Solana. His common foreign and security policy in the Balkans was now paying big dividends for the EU heads and they were asking him to do the same in the Middle East. And, to be the one who settles the Middle East dispute has been his ambition since he negotiated the Euro-Mediterranean Partnership for Peace between the EU and 12 Mediterranean countries back in 1995.

Since then Solana has been at the forefront pushing the Middle East peace process. He was behind and attended the Sharm-el Cheikh Summit, he was a member of the Mitchell Committee, and today he represents the EU in the Quartet.

Even at the recently held emergency EU summit where the issue was Iraq, Solana managed to squeeze his Mediterranean ambitions into the agenda. In the summit's final declaration the EU heads added, "The European Union reiterates its firm belief in the need to invigorate the peace process in the Middle East and to resolve the Israeli Palestinian conflict" (Read about it here)

As I've said before, something big is going on in the EU -- something that's not good for either America or Israel. It started when the EU decided to create its own independent foreign and security policy under Javier Solana in the Council of Ministers by implementing Recommendation 666. And, of special interest to students of Bible prophecy, it even included a 10-nation military alliance.

Now, important people are finally beginning to notice. And, if this secret memo by Solana is a reality, than some of these important people who are now noticing may include members of the Bush administration.

Another thing to consider: This secret memo may also explain why recently some of Europe's leaders -- including Solana -- have begun complaining about Washington's foreign policy being directed by religion -- specifically, Bible believing Christianity.

In other words, they may fear the light of God's word is exposing them.

America's New War With the EU

America's war against Militant Islam may have begun on September 11, but now it's clear America's war with the European Union began on June 5, 2000. And, as it was at the beginning of it all, France is still out front leading the way.

While US and British diplomats were on the phone with national capitals seeking support for a UN resolution setting a deadline for Iraq to disarm, France's Foreign Minister, Dominique de Villepin, was out personally visiting the same capitals trying to convince them not to support the resolution (Read about it here).

The Western alliance has changed. On a televised interview last night Henry Kissinger (Herb photo) said it wasn't the fact that France was against the American sponsored resolution that concerned him, it was the fact that France was actively fighting against American that concerned him.

And, Kissinger has reason to be concerned. You see, on June 5, 2000, the 10-nation Western European Union adopted its Assembly Recommendation 666. The following July France took over the EU presidency. And, with the help of Javier Solana -- both the Secretary General of the WEU and Council of Europe -- France and Solana implemented Recommendation 666. They made the 10-nation alliance the military wing of the EU and they created an independent military command structure for it in the Council of Europe.

Now here's where it gets real interesting to students of Bible prophecy. Just four days before Recommendation 666 was adopted, on June 1, the EU's Euro-Mediterranean Partnership went into force between the EU and Israel. The goal of this agreement was to establish a free trade area by 2010.

Now, ask yourself this question: Could there be a relationship between these two events -- the event of June 1 and the event of June 5? I believe there is.

Let me explain: In November 1995 Javier Solana negotiated the Euro-Mediterranean Partnership for Peace between the EU and 12 Mediterranean countries -- including Israel. Not only did this agreement began a process (the Barcelona Process) of establishing a free trade are between the EU and the Mediterranean region, the agreement actually began a process of attempting to bring these 12 countries into the EU.

Although the Euro-Med agreement was signed in 1995, it didn't go into force with Israel until June 1, 2000. And, wouldn't you know it, just four days later the 10-nation WEU adopted its Recommendation 666 which marked the beginning of the EU's foreign policy strategy to compete with the US over the Mediterranean region.

With this in mind, it's no wonder France's Foreign Minister, Dominique de Villepin, is trying so hard to stop America from going to war with Iraq. It's not that France is against an Iraqi war, it's just that France dosen't want a long-term American presence in the Mediterranean.

Now, many people are beginning to notice. What I recorded in my book (Learn more) and have been warning about here on FulfilledProphecy.Com is finally coming to the light where everybody can see. America's new war isn't just with Militant Islam, it's also with the EU.

And, it began with Recommendation 666.

I think Herb's hunch in the article above about the EU's plans to include the middle east as trading partners with Europe is very possible. In fact, I see something else that is very interesting.

I happen to believe that the words of the ancient Prophets are full of dual fulfillments, no I'm sure of it. And just to show you an example of what I mean, here's one that everyone should be able to easily recognize :

Jesus Himself is part of one of these pictures. He will have two comings to this earth according to scripture. And as I have been saying for some time now, the first fulfillment is known as the shadow of the main event to come, and the main event is always much larger than it's foreshadow was.

When Jesus first came to us, He came as a little lamb and a humble servant. But when He returns the second time, He will come as the Lion of the tribe of Judah, the righteous Judge!!

Now, we would be wise to remember how the world was in the time of His first coming. The middle east was under the control of the Roman Empire, and so was Israel. Hmmmmmm? I distinctly remember not too long ago, that Natanyahu was looking into Israel joining the growing ranks of the EU. Hmmmmm?

America's battle with France is not just over Iraq, but it is over the entire middle east. The stakes are very high over the Road Map to peace in the middle east. Higher than any of the governments of the Quartet will ever be willing to admit. And for those who are not aware of which countries formed this quartet, they are America, Russia, EU and the UN. Hmmmmmmmm?

Is there any wonder who will be the big winner?? Can you say Revived Roman Empire?? The tribulation is very near folks, and so is the Bridegroom's coming for His bride!!! Hallelujah!!!

When You're Chasing Rabbits

Trying to make sense of all that is going on in our world right now is like chasing rabbits. Just when you think you have one in your grasp, it suddenly takes off in another direction. And, to make matters worse, you've got hundreds of rabbits to catch.

The media is confused and desperate. Every so-called expert you can imagine is being called upon to appear and give their opinion about what's going on.

And, after listening to all these experts, there appears to be only one thing they all agree on: This Iraqi war has torn our world apart. And, people are now choosing sides.

We Bible believers handle confusing times in our world a little different than others. When we're chasing rabbits, we default to the Bible -- the prophecies. And, when we do, we once again begin making sense of things. We know which rabbit to watch.

For example, yesterday the UN Security Council met in a closed-door session. One issue under discussion was why chief weapons inspector, Hans Bliz, apparently hid important information about Iraq's continuing failure to disarm in his last oral report to the Security Council.

The White House went so far as to accuse Blix of intentionally downplaying his inspections teams' discovery of an unmanned drone designed to deliver chemical and biological agents (Read about it here).

What does this have to do with Bible prophecy? Well, just last month I wrote a commentary about "Operation Mirage." On February 14, US and British officials where confident another report to be delivered that day by Blix would set the stage for a final resolution by the UN authorizing military force against Iraq.

But, once again not only did Blix fail to provide new evidence that Saddam Hussien was still refusing to disarm Iraq, Blix actually went so far as to shoot down some of the most important evidence that had previously been provided to the Security Council by US Secretary of State Colin Powell (Herb photo).

Then France dealt the final blow to US and British hopes for a resolution. And, when the smoke had settled, it became apparent to many that it had been a coordinated attack. France, Germany and Bliz had been seen as working together in an attempt to stop an Iraqi war.

Now Blix has done it again. This time he has hidden in his report to the Security Council important evidence that would have helped Powell get a second resolution setting a deadline for Iraq to disarm.

Here's why this is interesting to me: On January 16, Blix had talks with European officials -- including the European Union's foreign policy chief Javier Solana. On February 5, Powell delivered his powerful evidence of Iraqi obstruction to the Security Council. Three days later, on February 8, France, Germany and Belgium surprised the world by blocking NATO from providing Turkey protection. And, on February 14, once again France and Germany surprised the world with a coordinated attack in the Security Council. But this brilliantly executed operation even included chief UN weapons inspector Hans Blix.

As I said at the beginning, they called it "Operation Mirage." And, I can't help but wonder if it was one of Solana's operations. If so, what we're seeing in the Security Council today could actually be a continuation of Solana's Operation Mirage.

Why would I think this? Because, the prophecies tell us in the last days the Roman Empire will be revived under a 10-nation alliance. And, beginning with the adoption of the Western European Union's Assembly Recommendation 666, Solana, France and other elements in the EU have begun competing with the US for world dominance.

And, the WEU just happens to be a 10-nation alliance.

So, it's the rabbit I'll watch.

Showdown At The EU

Some say the only things we can count on are taxes and death. Well, I may have found something else to add to this list of things we can count on. While we're being distracted, something of major prophetic significance will happen in Europe.

For example, while we were all on the edge of our seats watching the closest election in American history play out between George W. Bush and Al Gore back in 2000, Recommendation 666 was being implemented and a 10-nation military alliance took over the foreign and security policy of the European Union.

If you know Bible prophecy, you know the possible significance of the appearance of a 10-nation alliance in the area of the old Roman Empire. Such an event in Europe was foretold thousands of years before in the Old Testament book of Daniel. Yet, because we were distracted by other events in America, hardly any of us even noticed it.

Here's what the Jewish prophet Daniel wrote:

"After this I kept looking in the night visions, and behold, a fourth beast, dreadful and terrifying and extremely strong; and it had large iron teeth. It devoured and crushed and trampled down the remainder with its feet; and it was different from all the beasts that were before it, and it had ten horns" (Daniel 7:7 New American Standard Bible).

The reason this prophecy may be significant to our time is because it has long been held the book of Daniel teaches that from the time of the Babylon Empire, there would only be three more great Gentile kingdoms allowed to rise over Israel -- Persia, Greece and Rome.

So, since the last kingdom is Rome, students of prophecy have long believed that in the end-times the Roman Empire would be revived under an alliance of 10 kings -- which they believe is the meaning of the horns. And, if you've been following the recent events in Europe, you know this is exactly what appears to be now going on in the creation of the new, super EU due on the scene in 2004.

Yet, like I said, at the very moment when these foretold events in Europe appear to have occurred, people were distracted by events in America. Now, just as the next foretold events in Europe look about to occur, we're being distracted again -- this time by events in Iraq.

Regarding the next events foretold to occur, the prophet Daniel went on to write:

"While I was contemplating the (10) horns, behold, another horn, a little one, came up among them, and three of the first horns were pulled out by the roots before it; and behold, this horn possessed eyes like the eyes of a man and a mouth uttering great boasts (Daniel 7:8).

It is commonly held this "little horn" is the coming Antichrist that Jesus and the early Apostles warned about. And, since these first Century believers still lived at the time of the fourth kingdom -- Rome -- these early believers naturally thought the 10 kings and the Antichrist would appear in their day and bring about the return of Christ.

Then something happened that made the fulfillment of Daniel's prophecy about the Antichrist impossible -- in 70 AD Israel ceased to be a nation. You see, the Antichrst is to sign a seven year agreement with Israel, which he breaks in 3 1/2 years. So, when Israel ceased to exist, the fulfillment of this prophecy became impossible.

But, suddenly in 1948, the impossible once again became possible -- Israel was reborn as a nation. Needless to say, Bible believers took notice of this event. And, if they knew prophecy, they began watching for the return of the Roman Empire. And guess what? That old Roman Empire began reviving in the form of the European Union.

Now, added to these amazing events, we have the appearance of a 10-nation alliance in the EU in 2000 -- the possible 10-horns of Daniel. This being the case, we students of prophecy are now naturally watching for the appearance of the foretold "little horn" in the EU. And, when he comes, we're expecting this little horn to pull three of the first 10 horns out by their roots.

If you've been following my commentaries, you know I believe the office this foretold "little horn" of prophecy will someday hold may already be here -- the office currently held by Javier Solana, the EU's first High Representative of Common Foreign Security Policy. You see, Solana is also Secretary General of the EU's new 10-nation alliance.

And, if you've been following the news, you know the Iraqi war has split Solana's 10-nation alliance apart. When America decided to go to war against Iraq to protect US vital interests in the Mediterranean, France, Germany and Belgium -- members of Solana's 10-nation alliance -- not only refused to help, they actually fought against American interests in NATO and the UN Security Council.

On the other hand, Britain, Spain and Portugal -- also members of Solana's 10-nation alliance -- broke ranks with their fellow alliance members in Europe and instead have decided to support American's interests in the Mediterranean.

Now, according to the EUoberver, things in Europe may be coming to a head -- this April there's going to be a showdown at the EU Convention (Read about it here).

Question: Is the stage now set in the creation of the new, super EU for the foretold "little horn" of Daniel to appear and pull those three horns (kings) out by their roots? And, if so, could those three horns that are pulled be Britain, Spain and Portugal?

Here's what I think: While watching the war in Iraq, keep one eye on Europe.

I think something big may be about to happen.

Leaders from three of the most active members of the UN Security Council that opposed a US-led invasion of Iraq - France, Russia and Germany - are to meet again for post-war talks by the end of this week.

French president Jacques Chirac will make a two-day working visit to St Petersburg on Friday concurrent to a two-day Russian-German summit to be held in the city. The three leaders of what has been called the "Rival Pole" will discuss the post-Iraq war situation, according to the L

A Little Help From Their Friends

As I write, there is celebration in the streets of Iraq. The world watched in amazement as a statue of Suddam Husein in the center of Baghdad was pulled down and its head dragged away. It wasn't long and a relieved world was celebrating too.

Yet, not everybody shared in the joy. For certain political leaders in France, Germany and Belgium, the feelings were a little different. Once again mighty America has been victorious and they have been humiliated. It was primarily these three states who lead the opposition to America and Britain going to war against Iraq in the United Nations Security Council. Not only did these states fail miserably in their efforts to stop the war, now that the war is over there is celebration in the Iraqi streets.

Yet, I suspect the most infuriating images of all for these proud political leaders of Europe who opposed the war are the pictures of all the Iraqi people waving American flags and kissing pictures of US president George W. Bush.

So, as the pro-American forces in Europe once again reap the fruits of siding with the world's only superpower, the anti-American forces in Europe huddle together in a dark corner.

If you've been following my commentaries, you know when Britain, Spain and Portugal decided to stand up and support American's vital interests in the Mediterranean, it split apart the EU's new 10-nation military wing that came on the scene back in 2000.

Here's why: When this 10-nation alliance was made the military wing of the EU, it was placed under the direction of the EU's first High Representative of Common Foreign and Security Policy, Javier Solana. And, since negotiating the Euro-Mediterranean Partnership for the EU back in 1995, Solana's ultimate foreign policy goal has been the Mediterranean. Now, not only is Solana's Mediterranean foreign policy threatened by America's victory in Iraq, his once united 10-nation military alliance has been split apart.

Now here's where things get interesting for students of Bible prophecy. It appears Solana's anti-American members of his alliance are reacting. It's being reported by the EUobserver the anti-American forces in the EU want to create their own defense group outside the EU (Read about it here). And, they want to do it with a little help from their friends -- the EU Parliament (Read about it here), and Russian president Vladimir Putin (Read about it here).

As I said, for students of prophecy things are getting quite interesting. You see, when the Antichrist comes on the scene in a reunited Europe with his 10-king alliance, he pulls three of his 10-kings out by the roots in his rise to power (Daniel 7:7-8). Furthermore, his foreign policy is directed toward the Mediterranean -- specifically Israel (Daniel 9:27).

Question: Are we about to see a fulfillment of these prophecies?

The Battle of the Horns

As I've said before, the European Union is a strange beast -- different from anything the world has ever seen before (The Strange EU Beast). Today it is made up of fifteen different sized, one-headed creatures that every six months take turns being the EU beast's leader.

In 2004, the EU beast will absorb ten more little one-headed creatures into its body. This means, this time next year the EU beast will be a huge monster made up of twenty-five different sized creatures and, if things stay as they are, it will have twenty-five creatures taking turns being its leader.

And, as it stands today, only ten of the fifteen one-headed creatures that make up the strange EU beast have horns. So, the EU beast has only ten horns available to defend itself in times of trouble. However, this could soon change.

Recently, a disagreement between the horns broke out when another beast -- a very powerful one that lives across the sea -- asked the EU beast horns for help in fighting a foe. Three of the horns liked the beast across the sea and wanted to help. The other horns didn't like the beast across the sea and refused to help.

At first the ten horns tried to work out their differences. But, when it became evident this wasn't possible, the three horns that wanted to help the beast across the sea went off without the other horns to fight the foe.

Now the three horns have triumphantly returned from helping the beast from across the sea. And, to their surprise, they have found the horns they left behind still angry with them. In fact, the horns they left behind are so angry they not only don't want to let the three horns back into their group, they're actually attempting to make the EU beast a completely new set of horns.

Will these angry horns be successful. The three horns don't think so. For one thing, the three horns think the EU beast's set of horns will always need the friendship of the very powerful beast that lives across the sea. For another, the ten new creatures that are to be absorbed by the EU beast in 2004 also like the powerful beast from across the sea (Read about it here). So, the three horns reason, when the ten new creatures become a part of the EU beast in 2004, the angry horns will have no choice but go along with being friends with the beast from across the sea.

Never the less, the angry horns are still angry. So angry, in fact, they have come up with a plan. They have decided to asked another very powerful beast -- one that lives in the far north -- to come and help them make a new set of horns for the EU beast that doesn't need the friendship of the powerful beast from across the sea.

And, what about the ten new creatures that still like the powerful beast from across the sea? Well, since the ten new creatures are not scheduled to be absorbed into the EU beast until 2004, the angry horns will attempt to create their new set of horns for the EU beast this year in 2003 while they still have the power to do so.

Yes indeed, things are getting exciting in Euroland.

EU Accession Treaty signed in Athens

EUOBSERVER / ATHENS - The ceremony of the signature of the Accession Treaty for the ten new member states took place today, Wednesday 16 April at the historical site of the Acropolis in Athens. The site is the symbol of the birth of democracy in ancient Greece and will now also be the reference point of a re-unified Europe.

The ten acceding countries (the Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia) now have an 'observer status' with regards to the EU but they will only become full members on 1 May 2004.

The signature of the Treaty puts an end to the disunity of Europe in geographical and political terms, as several heads of state and government underlined today; but disunity inside Europe remains.

The event was over shadowed by the constant divergence of opinions emerging between member states on various issues like the administration of post-Saddam Iraq and the future of the EU.

"Solidarity" was therefore the word present in almost all the speeches evoked by representative of the member states and acceding countries during the ceremony. In the same spirit, unity, security and prosperity were the key words of the joint Athens Declaration adopted today by the Europe of 25, promoting shared European values and the commitment to greater co-operation.

Coherence and reform needed

French president Jacques Chirac welcomed enlargement but said this could only succeed if Europe takes the opportunity to reform the European project - meaning institutional reform. He added that Europe will become richer through diversity but has to guarantee cohesion.

British Prime Minister Tony Blair considered this a good opportunity for Europe to give a positive example of unity to the world. He also welcomed Romania, Bulgaria and Turkey, which are not part of this enlargement but were invited to the ceremony.
