The Rise of Javier Solana

No matter your view on end-times Bible prophecy, you must admit watching Javier Solana rise from being an unknown official in Spain to become the single voice of the new, unified Europe has been fascinating beyond words.

And according to this report, that's what it appears Solana is scheduled to become when his term as EU High Representative expires this November (Read about it here)>>>> http://www.euobserver.com/?aid=16054

High Representative Solana, who is also Secretary General of the Council of Europe and Secretary General of the 10-nation Western European Union, will be made vice-president of the European Commission and given power to act alone in external affairs.

Like I said, this has been quite a trip. I've been watching Solana since his sudden appearance among the 10 Brussels Treaty Powers back in 1999. My reason for doing this was because all the old Bible prophecy scholars said in the end-times someone would rise to power among a 10 nation confederacy in Western Europe. So when I saw it happen, I naturally took notice.

Then I watched as the 10-nation alliance, under Solana's leadership, made themselves the military wing of the EU by moving their command structures in the Council in 2000. And if that wasn't enough, I witnessed how they did it by implementing their Assembly Recommendation 666.

Now I believe we may be witnessing the final moves in a brilliantly played chess game. If Solana is given the new Foreign Minister job called for in the new Constitution this November, he will be in a position of power along side those 10 Brussels Treaty Powers to dominate the EU's foreign policy for years to come.

Friends, we are warned. If Solana is given these powers over the new, reunified Europe, his historical rise will be, in two places, directly connected with the number in prophecy -- 666.

I'm sorry to be the one to tell you.

Russia on verge of winning EU approval for entering WTO

MOSCOW : Russia and the European Union stood on the verge of agreeing terms to Moscow's accession to the World Trade Organization (WTO), Russia remaining the largest country to be left out of the free trade governing bloc.

"Europe is looking for a close relationship with Russia," the Kommersant business daily said in a hopeful headline over a photograph of a smiling EU foreign affairs chief Javier Solana leading President Vladimir Putin through a hallway with a hand on his back.

"Russia ... and the European Union have found a way out of a seemingly hopless situation," it said in a photo caption.

Yet the Russia-EU summit is filled with tension despite attempts by both sides to show good will.

It will be the first meeting since the European Union expanded its membership from 15 nations to 25 on May 1, with former Warsaw Pact countries that still have strong economic links to Russia entering the bloc.

Moscow had little choice but to accept that expansion, even though its interests in nations that relied on Russian produce and equipment were being, according to officials here, cut in shreds.

But following the expansion, Moscow must now negotiate directly with the European Union to see if it two sides could agree terms that would let Russia enter the WTO.

Talks went on late into the night Thursday between EU Trade Commissioner Pascal Lamy and Russian Trade Minister German Gref, with both sides refusing to disclose any details to reporters after the Moscow meeting.

The EU remains one of the three main players -- along with the United States and China -- that are still blocking Russia's WTO membership.

European Commission President Romano Prodi and Irish Prime Minister Bertie Ahern, whose nation holds the rotating presidency of the European Union, arrived in Moscow for the talks and were due to meet Putin in the Kremlin on Friday afternoon.

"We will try today to reach an end to this marathon," Gref said, adding that he had the Russian government's mandate to sign a final accord on Friday if the negotiations were successful.

The biggest stumbling block is Russia's insistence on more time before it has to bring its domestic energy prices in line with international prices -- the subsidized Russian energy rates are regarded as giving Russian industries an unfair competitive advantage.

Moscow has offered to provide access for independent firms to its state-run gas and oil pipeline networks but it is not clear if that is a sufficient concession.

Russia is also under pressure to open up its banking and insurance markets to European companies.

Ahern will also call on Russia to ratify the Kyoto treaty on climate change when he meets with Putin on Friday.

Moscow media report that Putin is unlikely agree to the Kyoto pact on Friday, amid warnings from his aides that the treaty will not even be discussed.

Ahern, the Irish prime minister, gave away few hints before his arrival to Moscow.

"I will be highlighting a number of key EU priorities to President Putin, including the environment, the situation in Chechnya, and the EU's strong desire to cooperate with Russia, both on the international stage and in our common neighborhood," Ahern was quoted as saying in an EU statement issued in Dublin before he left for Moscow.

Waiting is the Hard Part

And that's the problem. You see, all three of these representatives are needed to get anything important done in the area of the EU's foreign and security policy. The new EU Constitution calls for all three of these posts to be combined into one new super EU Foreign Minister. But the new Constitution must first be approved by all 25 EU heads. And after it's approved by the heads, it will have to be ratified back home by all 25 member states.

So, as I've reporting, Solana has asked the EU heads at their June summit to give him the new Foreign Minister post in November -- before the Constitution goes into force.

If they agree, as far as foreign and security policy is concerned, Solana will become the most powerful political leaders in the new, super EU -- even more powerful than the EU president.

So, will they do it? This June will the EU heads give Solana the power he wants?

We'll just have to wait and see.

And waiting is the hard part.

EU translation service on the brink of collapse

The increase in EU official languages from 11 to 20 following EU enlargement is proving to be a headache for the translation services of the EU who are increasing their backlog of work by 3,000 pages a week, Ansa reports.

The considerable delay in translation means there is a risk of the system collapsing as translators find they are unable to cope with the amount of increased work.

Commission vice-president Neil Kinnock has reportedly proposed to his colleagues that, in the future, a substantial part of the official documents will not be translated into all EU official languages but instead these texts will be available in all the languages in the form of a summary of around 15 pages.

Under this proposal, while the majority of documents will be in their complete form in the EU's working languages, English or French, only a translated summary will be available in all the other EU languages.

The first reduced texts are likely to arrive on EU officials' desks from 9 June, Ansa said.

Commission's measures

However, responding to questions posed by journalists, the European Commission said that under measures adopted today, texts it is legally bound to produce, such as directives and merger decisions will continue to be published in all EU languages.

But it is requesting its services to produce shorter documents, whereby communications and explanatory texts should not exceed 15 pages.

The Commission said that the current translation backlog amounts to some 60,000 pages, and that without action, the backlog would rise over the next three years to 300,000 pages.

The Clock Is Ticking

Yes, the clock is ticking. But I don't think things are as out of control as the news suggests. You see, when we cut through the surface issues and look a little deeper, a clear pattern is emerging. The EU Council is continually being strengthened and the EU presidency and the EU Commission is continually being weakened. And it's hard for me to believe this wasn't planned.

And once again this brings us back to Recommendation 666 and what I wrote about in my book. The bottom line is, a new center of power was created in the EU when the office of High Representative was established within the Council. And that new center of power is now threatening the other two major EU institutions -- the Commission and Parliament -- and the EU presidency.

In fact, according to this report, the only person whose political future is not in question at this critical time appears to be the EU's High Representative Javier Solana.

Yes, the clock is ticking.

But I think the alarm is already set.

US and the EU: an economic love affair

By Richard Carter EUOBSERVER / BRUSSELS - Despite political tensions and periodic trade disputes, the economic ties between the EU and the US are closer and deeper than ever, argues a new report presented today (28 May) at the Centre for European Policy Studies in Brussels.

Last year was marked by all-time lows in political relations between countries like France, Germany and the US, but this did not seem to affect investment and business decisions, argues the report entitled "partners in prosperity".

Dr Daniel Hamilton, from the Centre for transatlantic relations in Washington, who wrote the study, said, "politically, economically and socially, we are not drifting apart, we are smashing into each other".

Axis of weasels

Despite France and Germany being branded the "axis of weasels" in some American circles for their opposition to the US-led war in Iraq, 2003 was a record year for economic relations between the US and the so-called "motor" of Europe in Paris and Berlin.

The report says: "even though US-German relations ebbed to one of their lowest levels since World War II, American firms sank $7 billion in Germany in 2003, a sharp reversal from 2002, when US firms pulled some $5 billion out of Germany".

US investment flows to France also jumped by ten percent last year despite a general decline in Franco-US relations.

And there was more French investment into the state of Texas than the combined total of US investment into China and Asia.

Overall, notes the study, the transatlantic economy generates roughly $2.5 trillion ($2,500,000,000,000) in total commercial sales per year and employs over 12 million workers.

And despite the talk of the rise of China and Asia in economic relations, US firms have ploughed ten times as much capital into the Netherlands - a relatively small European economy - as into China.

Trade disputes

Furthermore, the report argues that too much emphasis is placed on high-profile trade disputes, such as the one over steel earlier this year. Trade disputes account for only one or two percent of overall trade between the US and the EU, notes Dr Hamilton and trade itself accounts for less than 20 percent of transatlantic commerce.

"Foreign investment, not trade, drives transatlantic commerce", argues the report, adding, "when one adds investment and trade together to get a more complete picture, one sees that US economic engagement remains overwhelmingly focused on Europe".

Hungary is the new Ireland

And Dr Hamilton believes that the enlargement of the EU market with the ten new member states can only be a boost to the EU-US commercial relationship.

US multinationals, says the report, have been particularly focused on three of the ten accession states - Poland, Hungary and the Czech Republic.

Overall, the message of the document is clear - the EU and the US - like an old married couple, should remember that much more unites them than divides them.

"Our mutual stake in each other's prosperity and success has grown dramatically since the end of the Cold War. Ignoring these realities is short-sighted and shortchanges American and European consumers, producers, investors, workers and their families", concludes the study.

European Health Card available

EU citizens of thirteen countries can apply as of today (1 June) for a European Health Insurance Card. The card would secure students and job seekers free emergency care throughout the EU.

Over time the card could become a kind of medical passport entitling holders to medical care anywhere in the EU, reports the BBC.

The new card is set to replace the current E111 forms with one single personalised card in a bid to reduce red tape.

The card also aims at securing quicker reimbursement for patients from their own social security system after treatment in another country.

Belgium, France, Luxembourg, Spain, Germany, Greece, Ireland, Sweden, Denmark, Finland, Norway, Estonia and Slovenia are all expected to introduce the card immediately, while the other EU states will follow before the end of 2005.

The Card entitles holders to necessary healthcare in the public system of any EU / EEA member state or Switzerland if they become ill or injured while on a temporary stay in that country. The Card does not cover the cost of treatment in a private setting.

Solana Wants Solana Gets

All coalition forces out of Iraq by next year? According to these reports, a new Security Council resolution sponsored by the United States and Britain might make this possible. If you recall, the United States and Britain sponsored a UN resolution asking the Security Council to give its official approval to the new Iraqi government taking over at the end of June. And certain Security Council members -- particularly France and Germany -- said they would support the resolution provided certain changes were made.

Now we have Solana at a meeting with the in-coming Dutch EU presidency saying he supports the UN resolution and hopes it passes unanimously. In other words, because of these changes the EU and the international gang will go along with the new Iraqi resolution.

When we step back and look at the whole situation, an intelligent design appears. You see, France, Germany and the in-coming EU presidency -- the Netherlands -- are members of Solana's 10-nation security alliance (not to mention Britain). And in this alliance, Solana is the common denominator.

Here's my point: From the very beginning of the Iraqi occupation, Solana has been demanding that control of Iraq be transferred to the UN. Now that's exactly what may be happening.

      I thought I write about the flip side of a topic, and how to recognize the attempts of the enemy to destroy lives and how you can walk in His victory!

      For the Apostle Paul taught us not to be ignorant of enemy's tactics and strategies.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      As we continue this series the next obvious sign of the resurrection in the Old Testament is the sign of Isaac and Abraham.

      Gen 22:1  After these things God tested Abraham and said to him, "Abraham!" And he said, "Here I am."
      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
