That is an interesting question, and I'm not sure I've ever heard an answer that satisfies my personal thoughts about it.  I've actually had some rather interesting discussions with myself on the subject.

There is a whole realm of heavenly beings that very little is talked about.  If we understand the numbers there are at least 100 million angels (whatever those are).   I have my own ideas, but they are generally a bit too far out to put here.

I think you are totally right. It wouldn't surprise me if the number of angels were more than 100 million. Lucifer used to be one of them before his or her fall. But that shows that the most high already had a heavenly family. ''Let us create man in our image'' might be the heavenly family and the most high saying it. The Hebrew bible use the word ''elohim'' (gods) which might include the angels. From a human standpoint, the heavenly beings would seem like gods because of their supernatural nature and overwhelming power over humans, hence the word ''elohim''.
