'Hard' was the term used in the quote, and the age was 'under 30'; and it referred to the writer's knowledge - anecdotally - of churches in the Bible Belt.

I'm more than happy to refer to the quote as anecdotal.

I'm from the Bible Belt.  I see those with tattoos and those without - of all ages.

@Rosie1jack2pauline3 Do you think it would be good, really, if more Christians worked as tattoo artists?

There are plenty of Christians out there who - without the constraints that you have - would want to have something faith based inked in; and those who specialize in faith based designs (Bible verse, etc.) would likely have many clients, don't you think?
