Look at the context. The religious crowd was asking him questions. They wanted to know what the greatest commandment was? In every question they asked, there was deceit, as they didn't believe in him, and were trying to catch him in his words. What did he say? He gave the two greatest commandments, and said in Matthew 22:40,

On these two commandments hang all the law and the prophets.

This is actually very clear.

If "the greatest commandments were just a way of saying we had to keep them all", then why did not Jesus just say that none is greater than the other but all must be kept?

No, "the law was our schoolmaster".

The law said, "Do not eat...." Jesus said, "that whatsoever entereth in at the mouth goeth into the belly, and is cast out into the draught."

Do you "have not other gods before Me" because the commandment says not to, or because it is not loving to the Lord God to have another god before Him?

Do you not covet your neighbor's possessions because the commandment says not to, or because it is not loving to do so.

See the difference?
