We are to do nothing to encourage inappropriate behavior. Ultimately, it is a heart issue and dressing modestly won't solve that problem. No it is not a 100% fix but it is a very large part of the problem.If her heart is in the right place I suspect that what she is wearing would not be a problem. How? That implies a woman has to dress pleasing to the world if you say looking inelegant or frumpy isnt spiritual. There is nothing spiritual about looking dishevelled or shabby (Mt 6:16-18): 16 Moreover when ye fast, be not, as the hypocrites, of a sad countenance: for they disfigure their faces, that they may appear unto men to fast. I have gotten cat calls from men when I was wearing camouflage and sweat pants. Anyway, I see no sin in making myself look "nice". And by "nice" I don't mean dressing like a cheap hooker.
