Say I had a handgun, that I had in a handgun case that was locked, I could have the ammo in another locked case, and have them both stored in the same suitcase. Then the whole think was hyped up into a spectactular think that will have us talking about for weeks while things are being done in the background while we are focused on this. Declare the Russians the bad guys and start a war over the DNC hacks they didn't do while we are focused on this. Don't let them get us whipped up for war....
