This item is used with a team of harnessed horses for keeping the rein lines straight from the horse's bit to the hands of the driver.  It is called a "horse harness line spreader" The rings in your pic is made of celluloid.  The one's in your pic may or may not be vintage as these are still used today and one can purchase them with more or less rings depending on the drivers need.

You beat me to it.....I thought everybody knew what these were.......do NOT use this type of line spreader on harnessed Yaks unless you have been duly licensed ....

Wow whew! Curiosity satisfied. Still wondering why the circles are in such neatly ordered sizes though.
