Only restrictions I know of were that a bishop or deacon be "husband of one wife".

Many early Christians had more than one wife before they became Christian.

And Phoebe the Deaconess, who carried epistle to the Romans to Rome - she could not be husband of one wife by any stretch.

A married couple can't be "one flesh" Genesis 2:24 if multiple fleshes are involved.

Warning: unpopular view. He's technically right. Nowhere does the Bible forbid multiple wives, in fact quite a few of the heroes of the Bible had multiple wives, from Abraham and Solomon. It was at one time acceptable practice-especially if ones first wife was barren. 

So technically as long as the government allows it, the friend is not sinning. Now, whether it's wise or not? Completely different story. The Apostle Paul states that while all things are permissable not all things are prudent, and the Bible is also chock full of examples of the difficulties of multiple wives as well as the dangers. Starting with Hagar. 

I would have a polite talk with him about the dangers. The Bible is clear God's intent is one man for one woman, but it doesn't strictly forbid more wives. So I would have a loving conversation with my friend about it, using scripture, and leave it at that. If he/she decides to go through with it, would likely even attend the wedding.

I'd say to him, "Excuse me. I'm catching the next available flight home." If this man is claiming Christianity he's obviously diluted and his salvation to me is questionable. This wouldn't come as a surprise from a Mormon.

Yes, he did say that. The Apostle Paul also recommended this. 

1 Timothy 3:1-2 1This is a true saying, If a man desire the office of a bishop, he desireth a good work. 2A bishop then must be blameless, the husband of one wife, vigilant, sober, of good behaviour, given to hospitality, apt to teach;

1 Timothy 3:12 12Let the deacons be the husbands of one wife, ruling their children and their own houses well.

And Titus also confirmed it as well. Sounds good enough, especially applicable to today's true Christianity. 

Titus 1:6 6If any be blameless, the husband of one wife, having faithful children not accused of riot or unruly.
