Constitution - Religion in, enlightenment out

EUOBSERVER / BRUSSELS - Following strong protests from the Vatican and Christian representatives, the Convention's steering committee - the presidium - has redrawn controversial references to Europe's cultural and intellectual heritage.

Previous drafts had included as reference points the civilisations of Greece and Rome, as well as the philosophical heritage of the Enlightenment.

In a redraft early on Wednesday, religion was again included, but references to Greece, Rome and the enlightenment were toned down.

After many a heated debate on the Convention floor, the preamble of the Constitution now reads:

"[The EU] ...Draws inspiration from the cultural, religious and humanist inheritance of Europe, which, always present in its heritage, has embedded within the life of society its perception of the central role of the human person and his inviolable and inalienable rights, and of respect for law".

Religious groups government representatives are expected to accept this version of the preamble.

"The current draft is more satisfactory...this corrects some historical inaccuracies" said John Coughlan, a spokesman for the Commission of the Bishops' Conferences of the European Community.

But, "it is a pity that Christianity could not be included" he said.

However a specific mention of Christianity is unlikely to please Western Europe's estimated 10 million Muslims, or numerous other religious groups.

Serge Cwajgenbaum, Secretary General of the European Jewish Congress welcomed the draft but said, "what the EJC would oppose is an exclusive reference to 'Christian values'."

Constitutional wrangling enters last phase

One of the hottest topics still is the extension of QMV, qualified majority voting in the Council. Members of the Convention have different opinions whether this decision-making procedure should be introduced in the fields of common foreign affairs policy and taxation.

EUOBSERVER / BRUSSELS - The wrangling over the final crucial wording in the future European constitution will reach fever pitch today as the different components in the Convention on the EU's future thrash out their last ultimate positions before the finale tomorrow.

MPs, MEPs and member state representatives will meet separately through out the course of the day ahead of the plenary session which has been put back to this evening at 6pm.

France mulls Mid-East peace force

France has said it will discuss with the European Union the possibility of sending peacekeeping forces to the Middle East if they could help halt the bloodshed there.

Speaking after a week of Palestinian and Israeli violence, the French Foreign Minister, Dominique de Villepin, said peacekeepers would only be sent with the backing of the international community.

De Villepin: International community should not turn its back on Mid East

In an interview on French radio, Mr de Villepin said that if a peacekeeping force were to help on the ground in the Middle East it would be worth sending.

"[The international community] cannot turn its back on those who today believe in peace," he said.

"If it appears that all parties want it and that action of an international force would help check terrorist movements ... let's decide to do it."

An international force, he said, would be better to ensure security than troops from one nation alone.

US 'monopoly'

The idea itself is not new.

It was first floated by the United Nations Secretary General, Kofi Annan, some three years ago and he repeated it last week.

But Israel and the US have both firmly rejected the idea, even though the Palestinians say they would welcome such a force.

The French foreign minister's comments echo concerns in France that the peace process in the Middle East risks being monopolised by the US.

His latest comments may well irritate Washington, which is already annoyed that Mr de Villepin met the Palestinian leader, Yasser Arafat, last month despite US and Israeli efforts to sideline him in favour of the new Palestinian prime minister.

Relations between France and the US have remained distinctly chilly since the two countries fell out over Iraq.

And although Mr de Villepin insists that relations with Washington are back to normal, the US seems unlikely to welcome such alternative views on how best to make progress in the Middle East.

EU Wanting To Horn In

Yes, the Convention on the Future of Europe is over. The EU's proposed new constitution will now go to the EU heads for approval. From there, the constitution will go to the 25 member states for ratification. After that, the foretold revived Roman Empire will be reborn.

However, things may not happen the way we students of Bible prophecy are expecting. You see, while we're waiting for the new constitution to enter into force in Europe, the end-times clock is ticking away.

Perhaps you've noticed it. The EU's new 10-nation military wing is up and running. It's first deployment is in the Congo as I write. At the same time, the EU has suddenly decided to get serious about fighting terror and terrorist groups. And, just recently they have tasked their High Representative, Javier Solana, with finding a way to do something about weapons of mass destruction.

Now it's being reported that France is wanting to send the EU's new 10-nation Rapid Reaction Force into the Middle East for peace-keeping (Read about it here). But, why should that surprise me? After all, back in 2000 it was France and Solana who implemented Recommendation 666 and started the EU competing with the US over the Mediterranean in the first place.

Here's my point: All the final end-times events could play out before the EU's new constitutional structure has time to come on the scene. Already there is a 10-nation alliance in place in the area of the old Roman Empire -- the possible 10-horns of prophecy. And, it's apparent these European powers don't like the US in the Middle East.

In other words, the EU's wanting to horn in.

And, they're wanting to do it now.

I am very much in agreement with Herb's commentary above. It reminds me of the hunch that I have had for quite some time now. Some of you probably remember me saying that the EU doesn't necessarily have to vote on their new EU president in order for some prophecies in Daniel to be fulfilled.

First, we know that this beast will be a divided kingdom. Not only will the feet be divided, but the ten toes are also partly iron and partly clay as well. There is no doubt in my mind that the ten nation military alliance, also known as the newly created "Rapid Response Force" is the ten horns mentioned by Daniel. And because I believe the rapture will precede the revelation of the little horn that rises up among them, I don't expect to witness his rise to power. That's just my opinion, and a side thought for those who are not pre-trib.

Second, Daniel tells us that he will come in without warning, and that he will grow strong from a small people, which is why I believe an international crisis will arise.

If the rapture causes the crisis that I believe it will, we should never forget who will become the automatic leader of the EU. Of course it's possible that the said crisis could be something else.

Third, the EU citizens may not agree on who their president should be right now, but if there is ever an EU crisis, they have already agreed that Javier Solano will be their emergency leader under such conditions. Hmmmmm!!

I was looking for a right up on Recommendation 666 you may have posted it before or have a link to a report on it. I would like a copy for my collection so could you re post it or direct me to a site that has it?

Also do you have a list of nations that are members of the 10 nation force? what is the 10 nation alliance/agreement officially called?

I have enjoyed your coverage of developments in Europe Thunder keep it going.

PS: If in the future you see a leader come to control this 10 member alliance and his coming causes 3 of it's members to leave it is protest or the 3 nations loose there independence and come under direct control of the future leader will you then re think the pre trib doctrine you hold to be true?

RECOMMENDATION 666

on the consequences of including certain functions of WEU in the European Union - reply to the annual report of the Council

--------------------------------------------------------------------------------

The Assembly,

Thanking the Council for rapidly conveying the second part of its forty-fifth annual report and the detailed information contained therein;

Noting that the Council's informal reflection process on Security and Defence Europe deals with the preparation of WEU's legacy and problems connected with the inclusion of those WEU functions that the European Union regards as necessary to fulfil its responsibilities in the area of crisis management, but that the parliamentary dimension is not part of that process;

Aware that the Council and the Assembly will continue to exist for as long as the modified Brussels Treaty remains in force and that they both bear the prime responsibility for application of the Treaty;

Reminding the Council nevertheless that the modified Brussels Treaty assigns it responsibilities with a view to promoting the progressive integration of Europe and cooperation with other European organisations and that the Treaty on European Union, which states that WEU is an integral part of its development, confers upon it additional tasks in respect of the European Union;

Recalling that the parliamentary dimension of European security and defence forms part of WEU's legacy and that the Council must exercise its responsibility with a view to guaranteeing the continuity of such dimension;

Stressing the fundamental importance of WEU's responsibility to ensure that the establishment of direct cooperation between the European Union and NATO can be successfully achieved once WEU ceases to play its pivotal role between the European Union and NATO;

Stressing also the need for the Council urgently to clarify what is to become of those WEU responsibilities that are not transferred to the European Union and the resultant consequences for WEU as an Organisation;

Strongly desirous that WEU, whose major achievements since its reactivation laid the foundations for the initiatives that led to the Cologne and Helsinki decisions, should do its utmost to further the success of projects to be finalised between now and the end of 2000;

Welcoming with satisfaction the Declaration issued at the Helsinki Summit which confirms that the European Union recognises that primary responsibility for maintaining international peace and security lies with the United Nations Security Council,

RECOMMENDS THAT THE COUNCIL

Take the measures necessary for WEU to ensure that the collective defence commitment provided for in Article V of the modified Brussels Treaty is effectively maintained, taking account of the recent decisions concerning the European Security and Defence Policy;

Pursue its process of informal reflection on Security and Defence Europe and include the parliamentary dimension within it on the basis of the proposals contained in Assembly Recommendation 664;

Propose to the European Union that, on the basis of the work undertaken by the Portuguese presidency and joint proposals put forward by Britain and France, it establish a Consultative Council for the CESDP bringing together European Union member states, EU applicant countries and non-EU European members of NATO, which would meet at least twice a year at ministerial level;

Ensure, while respecting the European Union's decision-making autonomy, that the delegations of the non-EU European members of NATO and of the EU applicant countries have participation rights in the Consultative Council for the CESDP at least equivalent to those they have acquired in the WEU Council as associate members and associate partners;

Propose to the European Council that the European Union sign a protocol to be appended to the Treaty on European Union, stipulating that the Consultative Council for the CESDP - without prejudice to the provisions of Articles 4 and 21 - shall make an annual report on those of its activities under the CFSP which have defence implications, to the European Security and Defence Assembly (ESDA) composed of representatives of the fifteen parliaments of the signatory states of the Treaty on European Union, representatives of the fifteen parliaments of the EU applicant countries and the non-EU European members of NATO, and representatives of the European Parliament;

Ensure that the delegations of the non-EU European members of NATO and of the EU applicant countries have participation rights in the European Security and Defence Assembly that are at least equivalent to those they have acquired in the WEU Assembly as associate members and associate partners;

Do what is necessary to ensure that during the transitional period WEU is in a position to respond more effectively to any requests from the European Union to develop and implement actions of the Union, anticipating them in so far as is possible;

Assist the European Union in framing its "headline goal" of deploying and sustaining a European force capable of carrying out the full range of Petersberg missions, on the basis of the work done by WEU, in relation especially to the illustrative Petersberg mission profiles;

Make public opinion and the political authorities in the member states aware of the need for additional funding to achieve the "headline goal", in particular to guarantee that the said European force is militarily self-sufficient and has the necessary capability to carry out the proposed missions;

Ensure that the function WEU currently fulfils as an essential element of the European Security and Defence Identity (ESDI) within the Atlantic Alliance is in future fulfilled by the European Union's CESDP;

Support efforts to set up flexible forms of closer cooperation in the framework of the CFSP and CESDP that are not strictly limited to European Union member states;

Support proposals for the WEU Secretary-General and CFSP High Representative to preside over the PSC and civilian crisis-management machinery and give him powers to convene the Council of the European Union in the event of an emergency;

Propose to the European Union that it base its relationship with NATO on a provision of the Treaty on European Union comparable with that of Article IV of the modified Brussels Treaty;

Prepare and transmit to the European Union an in-depth assessment of its experience in the field of crisis management and propose to the Union that it base its new responsibilities in this area on a new provision of the Treaty on European Union drawing on Article VIII.3 of the modified Brussels Treaty;

Assist the European Union in coordinating civilian and military crisis management using the CIMIC concept as a basis and inform the Assembly about this concept;

Carry out an audit of those areas of the modified Brussels Treaty not transferred to the European Union and a study of the resultant consequences for WEU as an Organisation;

Give the Assembly an indication of the repercussions the transfer of certain WEU functions to the EU will have for the annual report the Council has to make to the Assembly, pursuant to Article IX of the modified Brussels Treaty;

Strengthen and extend the activities of the Torrej

      I thought I write about the flip side of a topic, and how to recognize the attempts of the enemy to destroy lives and how you can walk in His victory!

      For the Apostle Paul taught us not to be ignorant of enemy's tactics and strategies.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      As we continue this series the next obvious sign of the resurrection in the Old Testament is the sign of Isaac and Abraham.

      Gen 22:1  After these things God tested Abraham and said to him, "Abraham!" And he said, "Here I am."
      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
