Germany, Spain and France to work 'hand-in-hand' for Europe

The months of wrangling between Spain and the Franco-German alliance over the Constitution seemed a distant memory yesterday (29 April) as the French President and Spanish premier stressed complete agreement on Europe's future.

After talks between France and Spain, French leader Jacques Chirac said, "In Berlin, as well as in Paris, there is a very strong desire to walk down the European road hand-in-hand with Spain", according to AFP.

Spanish premier Jose Luis Rodriguez Zapatero replied, in slightly less flowery style, "France and Spain must work together to build an active, dynamic and strong Europe".

All change

What a difference 5 months make.

In December, Madrid - albeit with a different government - was fighting tooth and nail to preserve their voting rights gained in the Treaty of Nice.

France and Germany were equally stubborn on the issue and it seemed the deadlock would never be broken.

But the terrorist attacks in March and the subsequent change of government in Spain has changed the political landscape in Europe and has enabled progress to be made.

And now Mr Zapatero says that "Spain will spare no effort to reach an agreement in this present term". The Constitution is expected to be signed in mid-June.

Arguments over money

But as in any close relationship, not everything runs completely smoothly and often the root of the problem is money. This is the case with this new menage-a-trois.

Berlin and Paris want to see a lower maximum limit placed on the EU budget for the period 2007-2013 but Madrid believes that the ceiling should be much higher.

Europe celebrates historic day

At midnight on 30 April, the European Union grew from 15 to 25 countries. Eight new member states from central and eastern Europe plus the two the Meditteranean islands of Malta and Cyprus have joined the club in the biggest enlargement of the EU ever.

Today, to mark the historic occasion, Europe's papers take a look at the implications, good and bad, for the EU.

El Pais, Spain

Fourteen long years after the fall of the Berlin wall, Dublin today marks a landmark of hope for Europe, with the integration of ten new members in the EU, eight of which remained behind the Iron Curtain during the Cold War.

It does not fit to talk about the reunification of the continent, because save some attempts marked by the jackboot not by free will of citizens, this Europe has never been united.

Who's At The Wheel?

The following months should be particularly interesting. As you know, as of May 1 the European Union enlarged itself into a 25 nation monster. As I said on May 1, I find this hard to believe. It's not like the founding EU member states have all suddenly gone fishing. In fact, the enlargement process began in their mind some time ago.

Looking forward to today's enlargement, the EU Commission presented its Agenda 2000. The idea was, by the end of 2000, the EU was to be ready for the new member states May 2004.

The interesting thing about Agenda 2000 to me is, my book, Recommendation 666, records the events and actions taken by the EU in 2000 to prepare for today's enlargement.

The final act of these EU heads in December 2000 was the signing of the Nice Treaty. This agreement assured the 10 Western European Union nations the majority vote, even after the 10 new members arrived in 2004.

In June we're told the EU heads will decide how the EU will vote at 25. In other words, this coming June we'll see if those 10 core nations find a way to maintain control.

And in the mean time, we're told 25 nations have piled into the EU for a ride, and nobody knows who will be at the wheel in June.

EU's labour restrictions a Communist idea, says former Polish President

EUOBSERVER / STRASBOURG - Former Polish President Lech Walesa today accused the "old" EU countries of "Communism" over their plans to restrict access to their labour markets for citizens from central and eastern Europe.

"This is Communism, ladies and gentlemen", he told journalists in Strasbourg.

"How can you come up with such an idea. This is Communism".

Mr Walesa, who is a guest of honour at a ceremony to mark EU enlargement in the European Parliament in Strasbourg, also said that the EU needs different economic and democratic systems to be able to cope in the 21st century.

Solana's War Game

I've been wondering what the EU's High Representative Javier Solana has been up to. This morning I found out.

It seems Solana, NATO Secretary General Jaap de Hoop Scheffer and former United States Senator Sam Nunn have been busy at NATO headquarters.

What were they doing? They were presenting a closed-door war game to demonstrate to over 50 European officials what would happen if al-Qaeda exploded a nuclear device near NATO's headquarters in Brussels Read about it here.

The computerized simulation they presented revealed over 40,000 would be killed immediately -- spreading panic across Europe, and the world's economy would go into turmoil.

And according to the report, Senator Nunn said:

We are in a race between cooperation and catastrophe. To win this race, we have to achieve cooperation on a scale we've never seen or attempted before.

One more thing: Solana's Mr. Terror was there too, Gijs de Vries.

Yes in deed, Solana is taking his mandate to fight a global war against terror seriously. In order to fight this war, he would have to mobilize his people -- to make them see the threat.

And, that's what he's been up to.

Black Dawn

People in the know are scared. And well they should be. Last night I saw United States Senator Joseph Biden on C-span speaking to the European press -- he was pleading for Europe's help. Biden said things like:

Folks, this is a crisis.

There is a need urgently to change the environment. And, we can't do it alone.

It's time for the President to call a meeting of the major powers now.

Recently I mentioned Javier Solana's war game conducted at NATO headquarters. It was a computer simulation of what would happen if al Qaeda exploded a nuclear device in Brussels. They called the war game Black Dawn (Read about it here)>>>> http://www.guardian.co.uk/eu/story/0,7369,1209550,00.html

The name says it all. The Western world stands on the brink of chaos. And it's my opinion our leaders aren't as much trying to prevent another 9/11 as they are trying to prepare for its aftermath.

You see, it's becoming a matter of survival. That's why we're seeing things like the Patriot Act in America and war games in Brussels named Black Dawn. And this being the case with our world leaders, we as God's people might consider what this means to us.

I believe Jesus already gave our answer to this question. You see, when I think of the coming Black Dawn, I'm reminded of something Jesus said. He said:

We must work the works of Him who sent Me as long as it is day; night is coming when no one can work. While I am in the world, I am the Light of the world (John 9: 4-5 New American Standard Bible).

This is our answer. As Jesus long ago predicted, people in the know today are scared (Luke 21: 25-26). But, we're people in the know too. And we know how this will all end.

You see, we've been given Bible prophecy for a reason. We are to use it to prove the Bible is God's Word and Jesus is God's way of salvation.

We are to show how in the ancient Scripture God picked a people and a land and said with these He was going to prove Himself to the world.

And we also are to remind this fearful world it's not only time for the foretold Black Dawn, it's also time for His Glorious Return!

Then I fell at his feet to worship him. But he said to me, "Do not do that; I am a fellow servant of yours and your brethren who hold the testimony of Jesus; worship God. For the testimony of Jesus is the spirit of prophecy." And I saw heaven opened, and behold, a white horse, and He who sat on it is called Faithful and True, and in righteousness He judges and wages war. His eyes are a flame of fire, and on His head are many diadems; and He has a name written on Him which no one knows except Himself. He is clothed with a robe dipped in blood, and His name is called The Word of God. And the armies which are in heaven, clothed in fine linen, white and clean, were following Him on white horses. From His mouth comes a sharp sword, so that with it He may strike down the nations, and He will rule them with a rod of iron; and He treads the wine press of the fierce wrath of God, the Almighty. And on His robe and on His thigh He has a name written,

"KING OF KINGS, AND LORD OF LORDS."
