New EU bank rules to cut off terror funds

The European Commission is set to table a proposal that will require banks to register the name, address and account number of all those making money transfers in the EU, according to the Financial Times.

The move - to be announced on Tuesday (26 July) - is aimed at cutting off terrorist financing.

The new rules will apply to transfers of even the smallest amounts between the EU and abroad, while a simpler version will be used for financial operations within the bloc.

If the money senders - individuals or institutions - refuse to provide the required data, banks will be obliged to reject such transfers, or end existing links with these customers.

The financial institutions will then be asked to pass on the information obtained through the new regulation to law enforcement authorities to assist in cases of prevention, detection or prosecution of money launderers and terrorist financiers, reports the FT.

London and Paris in joint action

Britain - currently at the helm of the EU's six-month rotating presidency - pressed for concrete steps to cut off the terrorist funds following the London attacks on 7 July, which killed 56 people.

The idea has been on a list of the union's anti-terror measures adopted after the Madrid attacks in March 2004, but has fallen short of becoming a reality as have most other tasks within the action plan.

EU interior ministers agreed on a revised schedule earlier this month and the European Commission has warned it will come up with a "name and shame" list of member states that have not implemented the measures agreed in Brussels.

Meanwhile, individual countries are also launching joint actions to fight terrorism.

French prime minister Domonique de Villepin and his British counterpart Tony Blair agreed yesterday (25 July) on a number of common initiatives to fight the terror threat.

To prevent new attacks, the authorities in both countries will exchange the names of persons who have been trying to promote extreme ideas, as well as information about how to protect vulnerable targets.

Paris and London are also keen to push forward legislation to retain communications data from telephone calls and e-mails for longer - before it gets the final go-ahead at the European level.

And finally, they want to work together to prevent and take measures against the "radicalisation" of their Muslim communities - making up around three percent of the population in the UK, and eight percent in France.

It's Coming Together

When the 25 heads of state walked to the building to sign the EU's new Constitution of Rome, a man by the name of Javier Solana lead the way. One step behind Solana was Spain's new leader, Jose Rodriguez Zapatero.

Zapatero is a member of the same Spanish socialist party as is Solana. It's only natural that their political world views would be similar. This brings us to another important Solana connection. It's Solana's connection to the UK leader, and current president of the EU, Prime Minister Tony Blair. You see, Solana's advisor is a man by the name of Robert Cooper -- a man who once advised Blair. Again, it's only natural to think there are similar world views in play.

If you recall, from the beginning, it was Solana's idea for the EU to create a new world order. In fact, it is part of Solana's new security doctrine that was adopted by the EU heads back in December of 2003. Friends, it's all coming together. I fear this war against terror may be setting the stage for the future Antichrist and his 10 kings to wage their war against the saints (Revelation 17: 12-14).

Bush in talks with German opposition

In a significant move for US-German relations, a senior German politician from the conservative opposition was invited to the White House on Thursday to meet president George W. Bush.

Wolfgang Schauble, the foreign policy expert in Angela Merkel's Christian Democratic Party (CDU), expected to win the general elections next month, held an unscheduled 45-minute meeting with the US leader.

Following the meeting, Mr Schauble said, according to German media "this shows that the US government is interested in good relations with Germany".

Repeating sentiment expressed by Mrs Merkel during a recent meeting with French government officials, Mr Schauble underlined the importance of the relationship between Berlin and Washington.

"German foreign policy has to find its way back to a traditional balance between good relations with the US and France", he said.

This was also a pointed reference to current chancellor Gerhard Schroder, who managed to infuriate the US when during an election campaign he referred to American plans to invade Iraq as an "adventure".

Mr Schroder then formed a very public triangle of opposition to the war with the leaders of France and Russia, further souring relations with Washington, which are still not back on a completely even keel.

According to Mr Schauble, the current German government went "flatly against its own interests".

Iraq and Turkey

But despite the goodwill displayed by both sides, it is unlikely to result in German troops being put into Iraq.

Mindful of continued strong German public opposition to the Iraq war, Mrs Merkel has underlined that while she supported the war, a CDU government would not change the no-troops policy, a point reiterated by Mr Schauble on Thursday.

Another point of difference is the CDU's approach to Turkey. The Bush administration has made no secret of the fact that it would like Turkey to become a member of the EU, but Mrs Merkel's party remains staunchly opposed to full membership, preferring instead to offer a 'privileged partnership' to Ankara.

This is not the first time president Bush has had a surprise meeting with a German politician.

He had a short meeting with the leader of Hessen, Roland Koch, in 2003. This was seen as a direct snub to Mr Schroder, who at the time was visiting the then secretary of state, Colin Powell, in an effort to improve relations between Germany and the US.

Thursday's meeting is also a clear sign that Washington believes that the Christian Democrats are going to get into power following elections on 18 September.

Berlusconi attacks euro

EUOBSERVER / BRUSSELS - Italian prime minister Silvio Berlusconi called the euro a "disaster" and a "rip-off" that "screwed everybody" in a vitriolic attack on opposition leader and former European Commission president, Romano Prodi.

"There are categories of Italians who face difficulties because of the incursion of Prodi's euro", he said, according to newswires, adding that Mr Prodi got a raw deal for Italy's adoption of the single currency, leading to the country's recession today.

The colourful leader, who made headlines last month by claiming his "playboy" charms seduced the Finnish president into backing down on a European food agency conflict, issued the comments at Forza Italia's national conference in Rome on Thursday (28 July).

The remarks come hot on the heels of a campaign to bring back the Italian lira as a parallel currency to the euro by Forza Italia's coalition partner, Lega Nord.

A recent HSBC bank report entitled "European meltdown?" also suggested that countries such as Italy, the Netherlands and Germany might benefit from switching back into weaker currencies.

Pre-election rhetoric

Most economists wrote off the outburst as empty rhetoric ahead of the May 2006 general elections, with a recent opinion poll by Corriere della Sera showing Mr Prodi's centre-left group six points ahead of Mr Berlusconi.

European Commission spokesman Gregor Kreuzhuber said there are "hundreds" of studies showing that the euro is not a problem for the Italian economy.

"There is not the slightest doubt that the introduction of the euro has been beneficial for European citizens and Italian citizens, as well as for the European economy and the Italian economy", he said.

And former European Monetary Institute head, Alexandre Lamfalussy, recently speculated that Italy's public deficit, which already stands at 4.3 percent of GDP, would double if Rome ditched the euro.

Some right-leaning Polish parties have also sought to make political capital out of euro-bashing ahead of upcoming elections, with the French and Dutch no votes on the constitution marking an open season for all things EU in the political jungle.

Iran to resume nuclear work in defiance of EU

TEHRAN (Reuters) - Iran said it would break U.N. seals on a nuclear plant on Monday and resume work there which the West suspects could help it build an atom bomb, defying EU warnings such a step could crush hopes of a negotiated solution.

Two years of hard bargaining over a nuclear program that Tehran had kept secret for 18 years appeared to be heading toward a crisis that could see Iran's case sent to the United Nations Security Council for possible sanctions.

The EU "Big Three" of Britain, France and Germany have been trying to mediate between the United States, which insists Iran is trying to produce nuclear weapons, and the Islamic Republic which says it has a right to develop peaceful atomic technology.

"Ten minutes ago, Iran sent a letter to the IAEA (the U.N.'s nuclear watchdog agency). Iran is to remove the seals today," the spokesman of the Supreme National Security Council Ali Aghamohammadi told reporters.

"The IAEA's inspectors are in Isfahan ... the whole of the activities in Isfahan will be resumed," he said.

The conversion plant near the central city of Isfahan takes processed uranium ore, mined in Iran's central desert, and turns it into uranium hexafluoride gas. This gas can be pumped into centrifuges that spin at supersonic speed to enrich uranium.

Enriched uranium is used in nuclear power plants, but if highly enriched can be used in atomic weaponry.

SANCTIONS?

The European Commission on Monday urged Iran not to go ahead with its plan.

A spokesman for the European Union executive told a press briefing: "The Commission very much hopes for a negotiated solution. We would also hope that no steps would be taken over the coming days to endanger such a negotiated solution."

"(German) Foreign Minister (Joschka) Fischer has warned that this is a miscalculation in Tehran," a German Foreign Ministry spokesman told a news briefing in Berlin.

Britain, Germany and France are due to put to Tehran a package of proposals for nuclear, economic and political incentives provided Iran renounces nuclear enrichment-related activities.

Iran had extended its deadline for the so-called EU3 to submit its proposals until 0730 GMT on Monday. It passed with no response from the Europeans, who said there had never been agreement on an Aug. 1 deadline.

But the German Foreign Ministry spokesman said: "This comprehensive proposal will be conveyed to Iran in a few days."

The EU has said if Iran went ahead and resumed work, then as a first step it would urgently consult the board of the IAEA.

The U.N.'s nuclear watchdog can recommend referring Iran to the U.N. Security Council, which could decide whether to impose sanctions.

Aghamohammadi insisted the EU should negotiate on Iran's right to enrich uranium.

The EU has always said Iran must permanently suspend all uranium enrichment activities and instead buy in fuel for a nuclear power station Iran is building near the southern port of Bushehr with Russian help.

Iran insists it has the right to develop the full nuclear fuel cycle and that any EU proposal that denied it this right would be unacceptable.

"Solana's letter (to Iran) says they are not giving us anything on the atomic program, if that is the proposal, it is rejected already," Aghamohammadi said.

"As soon as we get the green light, we can start all activities at Isfahan in half an hour," said Mohammad Saeedi, deputy head of Iran's atomic energy organization.

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
