I read that the ana-baptists started this and they at first set the "age of accountability" at 20. They kept lowering it as the years went by though. I also agree that it is at different ages for different people as the Bible does talk about having a wise child verse a foolish child. Some learn quicker than others. But when one comes of age or maturity to know the difference between what is right and what is wrong and then can distinguish the differences for themselve and thus choose then that is when they are accountable to God.
