I will guess it means someone who hasn't made Jesus their Lord. Watched some of the stuff on TBN, over the years? To me in means professing to be a Christian but not in any way walking the walk. Scripture says how can they hear without a preacher or messenger, and how can he or she preach except they have been sent. I do not believe an unbeliever can bring someone to Christ. If you mean a weak believer, one who may not be stable in his or her walk, I believe they can. Considering the word of God is Spiritually appraised, a professed Christian who is in reality not saved cannot give someone a message that he or she has not fully embraced, or has fully grasped themselves. They would be like the Vagabond jews, "we cast you out in the name of this Jesus Paul talks about". No real relationship with Christ, only imitators who will fail miserably and create another child of hell just like themselves. Luk 6:39 Jesus told them this story: "Can a blind man lead another blind man? No. Both of them will fall into a ditch. Mat 23:15 Woe to you, scribes and Pharisees, hypocrites! For you travel across sea and land to make a single proselyte, and when he becomes a proselyte, you make him twice as much a child of hell as yourselves. I understand your sentiment but consider the fact that it was unbelievers who brought me to Christ. People who did not believe in the bible convinced me that I should believe in God and call out to him. I did and God answered. I was then led to Christ and the bible by the God who answered me.
