But to do so you must enroll in a State-approved traffic education program. Once you enroll, you will be issued a traffic education learner's license or permit that will allow you to operate a car only while under the supervision of an instructor. This permit expires when your driving classes end. Then you may get a learner’s license from a driving exam station just like teens 16 and older are permitted to do without taking driver′s ed. Stupid can be deadly. 2. Put this guy in for a Darwin Award -- he'll win hands down for the entire year. 3. This man's stupidity is going to affect those drivers for the rest of their lives, and it wasn't thier fault he was in the road at night in camaflage. His bad choices will definitely affect others. 4. I'm still having a bit of trouble believe there was someone that stupid walking the planet. Think about it, he’s in dark clothing that blends in with the background late at night and on a dark unlit 2 lane highway. I’m very sure he looked like a bush or shrub at first glance. How well do you think any driver would have noticed that bush was really a person in the dark? His timing of running out in front of the 15 year old, very likely left her no time to react. You have no idea how fast a person can dart out in front of you with no warning at all that their about to do it. The sole blame should be put squarely on the man who ran out in front of her.
