No, they actually want the Federal Government to bail out Detroit. Why not offer all the vacant buildings to those who want to invest? Sell them for a dollar a piece with the proviso that you must live in them for 10 years. They must be maintained and the first 5 years would be tax exempt followed by another 5 years of half the current tax rate. The revenue brought in through the regeneration would float all boats.
