Iraqi PM Haidar al-Abadi has hit the nail on the head. The Syrian refugee crisis cannot be separated from the success of ISIS/ISIL and the "failure of the world" to deal with ISIS.  He is correct in stating that the West is to be blamed for this crisis. Since the Arab Spring in 2011 no one has developed any coherent strategy to bring the world together to fight ISIS.  Historically the USA was in the lead in dealing with terrorism. Not any more.  Obama has deliberately failed to address this issue in the Middle East, and now we have millions of refugees pouring into Europe.  Angela Merkel of Germany (who has opened the borders to 100,000 refugees since 2011) says it will cost Germany billions of dollars, yet Germany was not willing to lift a finger to stop ISIS.  Now the world is dealing with the symptoms (refugees) when everyone should have come together to eradicate the disease (radical Islamist terrorism).

I would agree with the PM, the world has failed in Syria and with ISIS.

Was it the world that drew and then disowned a "red line" ultimatum for Syria and also claimed ISIS was just a JV terrorist team, or were both done by Barack Hussein Obama?

Obama, Clinton and Kerry are largely responsible for what we are experiencing.....   The muslims want to take over the world and these three have just given them keys to the doors for a bloodless invasion.....   Notice that they are not going to Muslim countries....

Obama definitely shares the blame.

ISIS is a world problem,  not that of a single country.   It is not our responsibility alone to deal with them.   If you wish to point fingers at a single person, the person who removed Sadam Hussein would be a good target.   There would be no ISIS if he were still in power.

No, Obama is the one to blame.   Blaming Bush for ISIS  is like saying,   "We would have never had a civil war if the founding fathers hadn't won our independence from England, so we need to blame George Washington and Benjamin Franklyn and Thomas Jefferson for the Civil War."

ISIS arose from a vacuum left by this administration when they failed to put a SOFA in place and leave some American troops on the ground as a buffer.   Furthermore, Obama was warned for over a year about ISIS and the threat they posed and he completely ignored it and ended up calling them the Jay-vee team.    We soon found out how wrong he was and we have paid for it in American lives.  Obama let ISIS become the regional power it has become.

Such things don't happen in a  a few months.  It began with removing Saddam Hussein and the rest followed like dominoes.  Iran is behind most of it but, basically, instead of blaming 'the world' and, of course, the U.S., why not blame the completely ineffective ideologies and governments of the M.E. and islam.  Now, as the muslim refugees pour into Europe the results are only too predictable.  No one can eradicate the disease...except the sick.  Muslims are incapable of building strong societies and governments and they sat, as a rule, and allowed a very small force to take over country after country.  I don't want MY country to fight their battles any more and I'm sure there are millions who feel as I do.
