Canada Summer Jobs program will no longer fund anti-abortion, anti-gay groups:

The government is changing the rules around which employers can qualify for funding to hire students through the Canada Summer Jobs program to try and ensure that groups advocating against abortion rights or the equality of LGBTQ2 Canadians will not be able to get funding.

At the same time, the changes will seek to boost support for groups offering services and supports to the LGBTQ2 community as well as those offering opportunities to women in engineering and mathematics, Indigenous Canadians, immigrants and minority official language communities.

The change comes after a series of articles about Liberal and Conservative MPs approving tens of thousands of dollars in summer job grants to anti-abortion groups in their ridings during the 2016 program, despite the money being made available by a government that prominently branded itself as pro-choice.

Now the changes the government is making to the program will require groups applying for funding through the Canada Summer Jobs program to sign an attestation stating that their organizational mandate as well as the duties of the job they are seeking funding for respect human rights in Canada.

“To be eligible, applicants will have to attest that: both the job and the organization’s core mandate respect individual human rights in Canada, including the values underlying the Canadian Charter of Rights and Freedoms as well as other rights,” reads a PowerPoint presentation created to brief MPs on the new changes and shared with Global News.

“These include reproductive rights, and the right to be free from discrimination on the basis of sex, religion, race, national or ethnic origin, colour, mental or physical disability, sexual orientation, or gender identity or expression.”

An April 2017 report found that anti-abortion groups in the Mississauga-Erin Mills riding of Liberal MP Iqra Khalid had received $56,000 in federal summer job grants in 2016.

In August 2017, a similar report found that anti-abortion groups in the riding of Rachael Harder, the Conservatives’ then-newly appointed status of women critic and Lethbridge MP, had received close to $12,000 in the same grants in 2016.

Government officials had said on background in April that Employment Minister Patty Hajdu was looking at options for how to change the program to prevent that from happening again and that anti-abortion groups in Liberal-held ridings would not be allowed to receive summer job grants through the 2017 program.

This change, eight months in the making, will go into effect for the 2018 program and apply to groups in ridings held by all MPs, regardless of party.

“The objective of the change is to prevent Government of Canada funding from flowing to organizations whose mandates or projects may not respect individual human rights, the values underlying the Charter of Rights and Freedoms and associated case law,” the briefing material states.

“Additionally, these changes help prevent youth (as young as 15 years of age) from being exposed to employment within organizations that may promote positions that are contrary to the values enshrined in the Charter of Rights and Freedoms and associated case law. This change helps to ensure that youth job opportunities funded by the Government of Canada take place in an environment that respects the rights of all Canadians.”

In a statement to Global News, Hajdu said the change ensures that federal money will be used to create jobs that are meaningful and that will do a better job of giving youth relevant work experience that can translate into the real-world.

“Canada’s future prosperity depends on young Canadians getting the education and experience they’ll need to succeed in their careers, keeping our economy growing and our middle class thriving. That’s why, since our government was elected, we’ve doubled the number of Canada Summer Jobs per year compared to the previous government,” she said.

“Last spring I instructed my department officials to do a thorough review of the program, including funding criteria, in advance of this year’s call for proposals. As a result of the review, this year, CSJ applicants will be required to attest that both the job and the employer’s core mandate respect individual human rights in Canada, including the values enshrined in the Canadian Charter of Rights and Freedoms. We’re focused on meaningful work experience for young people that will help grow the economy and strengthen the middle class.”

Advocate praises move but questions efficiency

It remains to be seen exactly how that attestation will be measured: for example, if an anti-abortion group signs the attestation, who is ultimately responsible for making sure that application is not approved and that funding is allocated to hire a student to hand out anti-abortion fliers?

Darrah Teitel, public affairs officer at Action Canada for Sexual Health and Rights, praised the decision to bring in the attestation but said there are questions over what more can be done and how effective the use of an attestation will be in weeding out groups that might just sign the attestation and hope they slip through the cracks.

“Action Canada believes that this is obviously a move in a positive direction. It’s something that abortion rights advocates have been asking for for an extremely long time so it’s gratifying to see the federal government finally take action on it,” she said, and also called for the government to go further and revoke the charitable status of groups that advocate against abortion or that are anti-gay.

“These organizations often disseminate false and intentionally misleading health information which means people are impacted when they try to seek reproductive and sexual health services.”

Some of the anti-abortion groups funded last year in Harder’s riding billed themselves as pregnancy care centres but refused to provide information on or referrals to clients seeking abortion, and were linked in to larger networks of religious organizations that actively advocate against access to abortion in Canada.

In the presentation made to MPs, the government notes that the changes will not make churches or religious and faith-based organizations themselves ineligible for the program, saying “that an organization is affiliated with a religion does not itself constitute ineligibility.”

LGBT, women among new program priorities

In addition, the government is setting out five core priority areas for the Canada Summer Jobs program this year to target specific types of work across the country.

Those priorities are to fund employers who intend to hire youth from underrepresented groups such as new immigrant youth and refugees, Indigenous youth, youth with disabilities and visible minorities, as well as to fund jobs through small businesses and organizations that support opportunities in official language minority communities.

Organizations that provide services and supports for the LGBTQ2 community will also be a priority under the 2018 program, as will organizations that provide jobs in the STEM fields of science, technology, engineering and mathematics, as well as information and communications technology, and particularly those opportunities that go to women.

Women are consistently underrepresented in STEM fields: only one in four university graduates in computer science and math are women, while in engineering that number is one in five.

How does the program work?

Groups looking to secure funding can apply as of Tuesday until Feb. 2, 2018, and applications will be assessed by Service Canada officials between February and March.
In March, tentative lists of groups recommended to receive funding will be drawn up and sent to MPs for validation, at which point the MP can recommend funding for more or fewer jobs through the group, as well as whether to fund them at all.

Service Canada will then make the final approval, and any changes recommended by MPs will be made available to Canadians under access to information laws.

Groups will receive notification of whether they are approved to get funding in April 2018.

The Canada Summer Jobs program is a federal program that allows not-for-profit organizations to get funding to cover up to 100 per cent of the cost of hiring Canadians between the ages of 15 and 30 for temporary, full-time summer work.

Public-sector and private-sector employers can get funding to cover up to 50 per cent of those costs through the program.

MPs play a large role in determining local priorities and validating the lists of recommended projects drawn up and sent to them for validation by Service Canada.

Those lists have historically been based on what was funded the year before.

Each year, the program has $107.5 million to disperse but in 2016, the government announced it would provide an extra $113 million per year for three years to effectively double the size of the program and the number of jobs it can fund for young Canadians.

That additional funding expires in 2018 unless it is renewed in the next budget.

Yeah, here in the US we can pretty much track the progress of all this by our supreme court decisions and legislating from the bench. Unfortunately, it's only going to get worse from here on out. But fortunately, we know who wins and our eternal destiny. 

Look how bad and how fast bad things are occurring today and right now. Imagine how fast things will plunge into darkness when the Restrainer (Church) is taken out of the way?

I very much agree and this can happen any moment of the day, what a dark day that will for the mockers and boasters  of God,  they will be deceived and most like think that aliens picked us up or something..

I challenge anyone here in the USA to give me one example of where the government is not trying to influence or control our lives. Hint: there is none. Can anyone name just one asset you own free and clear. Nope! Whom owns your paid off house if you get behind on your ever increasing property taxes. Where can you go with your car without insurance, gas tax, license tax, state inspections, city / county / state taxes, license plate tax, etc. Most states even heavily tax the essentials of life, food and water are well taxed, ours is 9.75 %

Christianity is the last bastion that is not completely controlled by government, but the 501C3 restricts and monitors a churches activities as a non-profit. Soon the Bible will officially be labeled "hate speech" will be lawfully defined as intolerant, divisive, non-inclusive and bigoted. 

Just the ramblings of an old man who's watched and witnessed the majority of these changes occur during his life time.

How to view SOGI:

The schools back in my hometown of Langley, BC, have a re-designed “SOGI” curriculum. For those unfamiliar with the term, SOGI is an acronym for “sexual orientation and gender identity”. While only announced this year, this curriculum has been years in the making. It started out as an anti-bullying campaign, but it teaches an unhealthy view of sexuality and gender.

I want to explain and comment on the new curriculum, but before I do that I need to state four premises:

FOUR PREMISES

Education is not neutral.

As the Ontario Court of Appeal recently said, “Public education has never been morally neutral. One of the purposes of public education has been to inculcate civic virtues in school children.” The question is not whether education is teaching morality, but what morals it is teaching.

There are only two sexes and that means something for sexual conduct.

Sexual intimacy is for marriage between a man and a woman. God designed it this way and it is good. It was not long ago that this was not a revolutionary statement and yet today it needs to be stated.

Canada’s public education rejects the biblical sexual ethic.

Canada’s public schools teach that our gender need not conform to our body and that our sexual conduct need not be judged by any standard beyond autonomy and consent.

Bullying is bad. Period.

Bullying is bad, regardless of the identity of either the perpetuator or the victim, the motive, the context, or any other factor, because every single human is created in the image of God and is entitled to respect and neighborly love and care.

I include this premise because Langley’s SOGI curriculum is intertwined with an anti-bullying campaign. If you agree that bullying is bad, you might swallow the conclusion that the school board’s anti-bullying program is good.

But remember the first premise: education is not neutral.

Education regarding sexual orientation and gender identity is infused with value statements not just about what bullying is but also what sex and gender are. SOGI education is not done from a Christian understanding of sexuality, its God-given design, its corruption by sin, and its need for redemption. Rather, SOGI education is done from a humanist understanding of sexuality, as a subjective identity, determined individually, and to be celebrated unconditionally.

The SOGI curriculum may have anti-bullying aspects, but to stop there is to ignore the philosophy that it teaches.

I’ve stated these premises succinctly, but I recommend for further reading ARPA’s pamphlets “No Neutral Ground” and “Protect them All” and policy report “Gender Identity”.

WHERE DID LANGLEY’S SOGI CURRICULUM COME FROM?

In Langley, the SOGI curriculum has been a few years in the making. In 2014, the district released an anti-bullying policy that instructed schools to “support multi-cultural, anti-racist, anti-homophobic and human rights education infused into all curricula.” That policy didn’t explicitly mention gender identity and expression as it was not until 2016 that those terms were added to the BC Human Rights Code, with legislators hinting at the effect it would have on school curriculum.

Later that year, all boards of education, including independent school authorities, were required to reference sexual orientation and gender identity in their codes of conduct. In the spring of 2017, a letter sent to Langley parents announced a re-designed SOGI curriculum in order that “all students in all schools will experience the integration of inclusive education, including gender orientation and expression beginning in Kindergarten.”

WHAT IS THE AIM OF SOGI CURRICULUM?

According to the Ministry of Education, the three goals of SOGI Inclusive Education are “visibility, protection, and inclusion”. The “best practices” section emphasizes using “common language” which links to “Queer Terminology – from A to Q”, a resource from QMUNITY, a “LGBTQ/2S” activist group. They define homophobia as:

Fear or hatred of, aversion to, and discrimination against homosexuals or homosexual behaviour. […] Many forms of homophobia are related to how restrictive binary gender roles are (see ‘oppositional sexism’). An example of this might be a lesbian who is harassed with homophobic language for being perceived to be masculine. Many of the problems faced by lesbian, gay, bisexual and transgender people, including health and income disparities, stem from homophobia and heterosexism. (emphasis mine)

When the Langley school board says that all curricula will be infused with “anti-homophobic” messaging, what they mean is messaging that not only affirms homosexual desires and behaviour, but also counters “restrictive binary gender roles” (i.e. that men and women have different roles) and blames such roles for the health and income disparities that the LGBTQ community face.

This resource also defines a term you may be less familiar with: “heterosexism”. This is a term for attitudes or bias “in favor of opposite-sex sexuality and relationships”. For example, “a girl who is told that when she grows up she will have a husband and not presented with any other options to consider.”

These definitions are not about countering hate or fear of people who are attracted to the same sex.  This is about teaching children that a heterosexual marriage and a homosexual lifestyle are morally “equal” and those that say otherwise are the real problem.

This is education dedicated to pushing a philosophy antithetical to the way God designed gender and sex. This is not neutral education.

WHAT IS SOGI CURRICULUM?

There isn’t a separate class called “SOGI”. Instead, it is infused into every class. According to the Langley School Board, “Sexual orientation and gender identity are important topics that are interwoven through several curriculum areas, most notably, physical and health education, language arts, and social studies.” Sexuality as a concept is introduced in Grade 4, but the Board assures parents that this does not include discussion of various sexual acts which will not be discussed until secondary school.

Parents can have their children opt out of certain classes regarding reproduction and sexuality. But this does not include other classes that deal with these topics indirectly.

The Ministry outlines their vision for this curriculum, including lesson plans, on a website called “SOGI 123”. In K/1, teachers are encouraged to explain of all types of families – mom and dad, two moms, two dads, single parents, adoptive parents, blended families, etc. They are prompted to ask students if they think it’s ok to have two moms or two dads. Teachers are told to “be explicit in your teaching in that all families are equal and important. Gently debunk the myth that all families must have a Mom and a Dad who live together.” This isn’t about accepting that we live in a broken world and should show love to people regardless of their situation at home. This is about teaching that family is a social construct.

In grades 2/3, teachers are encouraged to read “Traditional Fairy Tales (Gendered)” and have students say ‘stop’ any time they identify an instance of sexism. Such “gendered” fairy tales include “the Ugly Duckling”, “Rapunzel”, and “Cinderella”. Teachers should ask, “Can a prince or princess be single, live with or be married to someone of the same gender and live happily ever after?” Because simply telling children stories about princesses marrying princes instills a bias towards heterosexuality.

In grades 8/9/10, students are taught terminology such as the difference between ‘transgender’ and ‘gender expansive’ and the difference between ‘heterosexism’ and ‘homophobia’. The lesson finishes “by encouraging students to identify forms of sexism, heterosexism, homophobia, transphobia, privilege and oppression in their everyday lives.”

The lesson plans are accompanied by a list of books that teachers are encouraged to use as resources.

One of these books, Worm Loves Worm, tackles the tough question: Who wears the dress and who wears the tux in a worm wedding? Spoiler alert – it doesn’t matter because “love”. The moral of this story, I suppose, is that humans should be hermaphrodites like worms. Not the animal I would think of teaching kids to emulate, but here we are.

What are we to make of these lesson plans? Education is not neutral. The curriculum is infused with the belief that gender is unconnected from biological sex, that marriage can be custom designed to fit the individual’s concept of “love”, and that anyone who says otherwise is oppressive.

TWO CONCLUDING THOUGHTS

First, this SOGI curriculum did not come out of the blue. There has been a steady progression in BC of promoting this philosophy in our education system.

When the Langley School district put out their anti-bullying policy back in 2014, many read “bullying gay kids is bad” and stopped. But it deserved more consideration than that. We should have asked what they meant by “homophobia” and what “human rights-infused” curriculum looks like.

Second, I’d like to give a note to parents. The Ontario Court of Appeal recently highlighted that “the right of parents to care for their children and make decisions for their well-being, including decisions about education, is primary, and the state’s authority is secondary to that parental right.”

I would add that it is the responsibility of the parents to care for and educate their children, as the Bible clearly teaches (see the entire book of Proverbs). Do not abdicate this responsibility to the state. Education is not neutral. Be aware of what your child is learning (including the underlying worldview) and ensure they receive good instruction.

And take comfort in His promise. “Know therefore that the Lord your God is God, the faithful God who keeps covenant and steadfast love with those who love him and keep his commandments, to a thousand generations.”

Angels4u, I too am from Canada and can attest to what you are saying is going on in this country.  Our current Prime Minister is openly hostile toward Christians and is doing his best to restrict our freedoms.  But our country has been going this way for a long time.  It is heartbreaking.

From our understanding of the Canadian laws, it is not a criminal act at this time to possess material with a “religious” view on transgenderism or to debate the issue publicly (in other words, while the material is still classified as “hate propaganda” by the Canadian government, it is not yet considered a criminal act punishable by fines or prison if it is in a religious context). However, with the new law in place since last year and it still in the process of being defined and interpreted, we believe the stage is set in Canada to eliminate free speech altogether on this and other (e.g., homosexuality, Islam, etc.) issues. The fact that the Canadian government is blocking the importation of materials that do debate these issues is a prelude to such a scenario.
