I think it's based on a verse by Jesus about if people are screwing up when times are not hard, what will happen when times are hard.

Everything relates back to Dylan.

Even things that happened way before his life.

Not a fan of Bob Dylan's music but I did like The Band.  Didn't care for Peter, Paul and Mary either.

The common music of the American people which would be folk music, during a larger portion of the first half of the 20th Century didn't appeal to everyone. As for The Band, which Bob Dylan did often refer to as his backup group in the 1970's, did have a few good noteworthy tunes. The Weight, still has appeal and I am fond of it to this day. I never get tired of hearing it which is not very often anymore. I also liked Dylan's LP with The Band called, The Basement Tapes. Nice and homespun. This is primarily their overall sound. 

As for Peter, Paul, & Mary, their sound was far more commercially oriented and making sing-along hits for mass appeal was what the main focus of their musical career. Hootenanny Music was very popular, because it was memorable and everyone was encouraged to join in whenever and wherever they performed. Large gatherings and marches often included folk song anthems of the day. To the same degree, Joan Baez, Pete Seeger, and others had this mannerism of communicating through their music. My mother inspired me with folk music.

Since I worked for Capitol Records, I got The Band's records for free.  I really liked the Northern Lights - Southern Cross and then worked my way back thru their catalog.  Their live album was really good.

Well, it doesn't get any better that that. I am a bit surprised Dylan didn't manage to get The Band on the label he and Joan Baez were contracted with, Columbia Records. Regardless, both these recording companies put out some quality plastic ware. The Byrds were also on Columbia.
