John 12:48 (WEB) He who rejects me, and doesn’t receive my sayings, has one who judges him. The word that I spoke, the same will judge him in the last day. 

The message in the above scripture is about people who have heard the Gospel and not about people who have never heard the Gospel...

To be OP relevant one needs to distinguish between the people who have heard the Gospel and die and about the people who die without having heard the Gospel...

The OP is about the people who die without having the chance to refused faith in Jesus Christ.   

Can you post any scriptures about them?

Rom. 1:18-25 (VW)

18 For the wrath of God is revealed from Heaven against all ungodliness and unrighteousness of men, who suppress the truth in unrighteousness,

20 For ever since the creation of the world the unseen things of Him are clearly perceived, being understood by the things that are made, even His eternal power and Godhead, so that they are without excuse,

21 because, although they know God, they do not glorify Him as God, nor are thankful, but become vain in their reasonings, and their stupid hearts are darkened.
22 Professing to be wise, they become foolish,

Rom. 2:12 (WEB) For as many as have sinned without law will also perish without the law. As many as have sinned under the law will be judged by the law.

Rom. 3:10-19 (VW)

11 there is none who understands; there is none who seeks after God.
12 They have all turned aside; they have together become unprofitable; there is none who does good, no, not one.
13 Their throat is an open tomb; with their tongues they have practiced deceit; the poison of asps is under their lips;
14 whose mouth is full of cursing and bitterness.
15 Their feet are swift to shed blood;
16 destruction and misery are in their ways;
17 and the way of peace they have not known.
18 There is no fear of God before their eyes.
19 Now we know that whatever the Law says, it says to those who are under the Law, that every mouth may be stopped, and all the world may become guilty before God.

Whether people have heard of Jesus, or not; whether they have heard of the law of Moses, or not, all are guilty in God's eyes and under his condemnation.  This is why everyone is lost, unless he repents and believes in Jesus Christ.  He cannot do this, unless he hears the gospel.

Rom. 5:18,19 (VW)

18 Therefore, as through one man’s offence judgment was to every person unto condemnation, even so through one Man’s righteous act the free gift is to every person unto justification of life.
19 For as through one man’s disobedience many were declared sinners, so also through one Man’s obedience many will be declared righteous.

Everyone who is in Adam (i.e. not born again) is under God's condemnation.  Those who are declared righteous, are the ones who repent and believe in Jesus Christ.

Rom. 10:13,14 (VW)

13 For everyone, whoever calls on the name of the Lord shall be saved.
14 How then shall they call on Him into whom they do not believe? And how shall they believe Him of whom they have not heard? And how shall they hear without preaching?

Yes, everyone has gone against his conscience (the older, the more often), so conscience acts like a kind of law, for those who have not heard the law of Moses.  It condemns.

Those who have never heard of Jesus, or the law of Moses, are still under God's condemnation, because they have gone against their conscience.  They need to hear the gospel, repent and believe in Jesus Christ, otherwise they will receive justice and will go to hell.

Every human being can and is to a greater or lesser extent caught up in the effects of the occult. But the term is often so exaggerated that people simply become anxious to understand what spiritual wickedness is - contrasted to personal ambition - and finally the base flesh which we all share.

As a consequence it is perfectly simple to be caught up in spiritual ill effects and for those who are in truth, contrary to Christ, to utilise godliness and decency to wield hidden effects whilst making of themselves righteous men. 

For someone to be vulnerable to any hidden ambition then they themselves must have a skill set or commodity that is desirable and necessary for the occult practitioner to control whilst not openly exposing themselves to accusation. And that is in no small part grounded in the fact that the visible things of God - governments and authorities are themselves weakened when they are exposed to their own failings prophetically or else by the people - and so must yield to doing or else upholding what is just at the point of accountability.

Any personal weakness arising out of the flesh whilst at the same time where the natural man is in fear of God or else what God can do - ought to do - or else has not done - is the chief door to the occult. New life is the beginning of deliverance.

I am somewhat surprised that any man would need to help people without their knowledge. That would be very unusual if we are speaking about anything that is not a simple matter of prayer - even prayer that is deep and lasting to uphold people before God.

Giving a loaf of bread or even a basket of bread is a simple matter of setting the bread at the door and not announcing yourself - but to involve yourself or else to be involved in matters more complex necessarily means to know more than is visible. 

Even to gift bread requires that we know which door to set the basket down at. We must be responding to something visible to be vulnerable to something hidden. And our own condition will be the sifting consequence as to whether we will be utterly defrauded or else held to account by God. 

Simple giving is a simple affair. Giving ones skills is rarely a simple matter.

This is not what the OP is asking. 

The OP is firm that only those who are under the blood of Jesus Christ enters Heaven.  

The OP asks , why many say that those who have not heard the Gospel, Jesus Christ will not look into the issue before him their complain that is not their fault for not believing because how can they believe that he died for the forgiveness of their sins if no one preached the word to them. If no one came to their place and declare the Gospel to them...

Jesus Christ has to make a decision to that issue and find them not responsible for not hearing the Gospel.

As these people are distinguish from the other people who have heard the Gospel and refuse to believe. 

How can they refused to believe if the in invitation to believe was never made to them. 

Those are people who have not refused to believe in Jesus Christ...The Lord cannot give them a portion with those who have refused to believe. 

The OP cannot find anything in the scriptures to support that and he is right..even your posting support that...

How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them?

Your own words are that before someone is going to be judged to Hell must have heard the Gospel and refused to believe. 

Your self agrees with the above statement that these people who never heard the Gospel cannot be Judge to Hell.

Jesus doesn't give them to the Devil, brother - God did.

Genesis 3:14 Genesis 3:19

Unless they are rescued - there is no Heaven. So surly the real question comes back to Jesus after all - just not Him condemning anyone if we can accept that the Son was made a little lower than the angels and became a man - Jesus - first.

And now I am off to my bed for my four hours sleep.

We were looking of how Jesus Christ is going to deal with those who died and they  were never told that Jesus died for the forgiveness of their sins.

Those people died without refusing to believe in Jesus Christ. 

All the scriptures who are calling upon those who have heard the Gospel to believe in Jesus Christ and naming the consequences if they do not believe and die in their unbelief do not apply to those who lived and died after the Cross, to those who never heard the Good news of Gospel. 

Those who died before the Cross are distinguish from those who lived and died after the Cross. 

The people who have not heard the Gospel and died this way all of them lived and died after the Cross and that's how we distinguish them from the people before the Cross. 

We distinguish them in that they all have had the opportunity to believe and be under the blood of Jesus Christ when he after his death on the Cross went to them in the place of the dead and preached the Gospel to everyone including Abraham and his descendants with him and invited everyone to believe as they were. 

Everyone who believed in him received the forgiveness of their sins which results in them being in the righteousness of Jesus Christ by DEFAULT upon believing in him.

But now after the Cross we have this exclusive group of people who lived and died without being given the invitation to believe in Jesus Christ for the forgiveness of their sins....this is it no one preached the Gospel to them.  It is not their fault that they did not believed...they do not know anything about Jesus Christ...

We cannot say that scriptures like if you do not believe in Jesus Christ and reject him then he Jesus Christ will reject you too.

Paul in Romans one is not talking about the people after the Cross because we do not have the wrath of God in the new Covenant.

In the new Covenant is all about Jesus Christ who turns the other chick because he has died on the Cross for the people and he wants them to live and have the chance to believe.

Theories are all well and good - but in truth they are worthless. You said that you were representing others and that you did it for a living. Right now if you were my lawyer - I would hang myself.       I thought I write about the flip side of a topic, and how to recognize the attempts of the enemy to destroy lives and how you can walk in His victory!

      For the Apostle Paul taught us not to be ignorant of enemy's tactics and strategies.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      As we continue this series the next obvious sign of the resurrection in the Old Testament is the sign of Isaac and Abraham.

      Gen 22:1  After these things God tested Abraham and said to him, "Abraham!" And he said, "Here I am."
      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
