Why does Israel reign over the nations?

The boundaries of Israel are not particularly relevant, as the Millennial reign of Christ is more than a kingdom, it is a dominion. Even as Solomon extended his authority beyond the national boundaries of Israel, thus securing the borders of the land.

1 Kings 4:

24 For he had dominion over all the region on this side of the River from Tiphsah even to Gaza, namely over all the kings on this side of the River; and he had peace on every side all around him. 

25 And Judah and Israel dwelt safely, each man under his vine and his fig tree, from Dan as far as Beersheba, all the days of Solomon.

1 Kings 9:19 all the storage cities that Solomon had, cities for his chariots and cities for his cavalry, and whatever Solomon desired to build in Jerusalem, in Lebanon, and in all the land of his dominion.

King Solomon saw His day, and rejoiced in it.

Psalm 72:

7 In his days shall the righteous flourish; and abundance of peace so long as the moon endures.

8 He shall have dominion also from sea to sea, and from the river unto the ends of the earth.

9 They that dwell in the wilderness shall bow before him; and his enemies shall lick the dust.

10 The kings of Tarshish and of the isles shall bring presents: the kings of Sheba and Seba shall offer gifts.

11 Yea, all kings shall fall down before him: all nations shall serve him.

All the Israel of God will reign over every nation.

To make known His power and glory

Psalm 145:

10 All thy works shall praise thee, O Lord; and thy saints shall bless thee.

11 They shall speak of the glory of thy kingdom, and talk of thy power;

12 To make known to the sons of men his mighty acts, and the glorious majesty of his kingdom.

13 Thy kingdom is an everlasting kingdom, and thy dominion endures throughout all generations.

Psalm 103:22 Bless the Lord, all His works,
In all places of His dominion.

Your suggesting this represents a mortal millennial kingdom on this earth is "Error"

I didn't ask what Isaiah 2:1 states, I asked what the scripture below states, waiting?

Well, Yechezk'eel ("Ezekiel") gave us the initial boundaries in Ezekiel 47-48. However, the Kingdom of the Messiah will grow throughout the first 1,000 years of His reign. Not only will there be the initial vassal states welcomed in the Sheep nations, but others who will hang upon His words and follow His leads economically will ASK to be vassal states within His Kingdom. Other nations will be subdued as the Messiah acquires more and more nations throughout the Millennium.
