Do you think it's legalistic to believe they can't wear a hat or backwards ball cap during preaching the sermon?

Of course, it is possible for a man to wear a baseball cap in church and yet have a heart full of reverence and awe for the Lord. And it is also possible for a man to remove his hat in church yet disdain God in his soul. God sees the heart. But the issue, sometimes, is what our actions communicate to others; people cannot see our hearts, so we must often show them our respect by what we do.

Wearing a hat is fine.  Especially if you are preaching to young people or athletes.  What matters is the message that is preached and lived out.

In the OT, priests received specific instructions on how to worship the LORD, how to dress, how to offer sacrifice, how to praise. Although the dress may have changed, the basic showing of reverence and holiness still applies. Leaders of the congregation should make themselves holy unto the LORD. After all, everything that we do as servants is to be as unto the LORD, especially those who serve in ministry. So yes, it does matter what ministers look like.

Not at all. Men are forbidden to cover their heads during worship (1 Cor 11:4,7), and wearing a ball cap backwards is even worse than wearing a hat while preaching. The title of the sermon would be "I have absolutely no regard for you, for Scripture, or for God".  And let's stop using the term "legalistic" in these matters. If a preacher has no clue about Christian decorum and order in worship, he has no business preaching. and is yet a novice.

Paul was speaking to a certain audience in a certain culture when he wrote that. It was decorum only for that time and place.

Should a man wear a hat during worship service, prayer, or in the Sanctuary?

The only relevant passage is 1 Cor 11:4-7 containing some comments from Paul:

 

Every man who prays or prophesies with his head covered dishonors his head, but every wife who prays or prophesies with her head uncovered dishonors her head, since it is the same as if her head were shaven. For if a wife will not cover her head, then she should cut her hair short. But since it is disgraceful for a wife to cut off her hair or shave her head, let her cover her head.  For a man ought not to cover his head, since he is the image and glory of God, but woman is the glory of man.

This is a rather famous and contentious passage with many different conflicting interpretations. Does Paul mean “wear a hat” by “cover”? His language is hardly unambiguous — for instance, he says “A woman’s hair is given to her for a covering.” (1 Cor 11:9). And Paul is somewhat unclear about what praying or prophesying is — is it listening/sharing, or leading? And it’s not exactly clear quite what the scope of Paul’s instruction here is — is it a one off resolution of a local cultural issue, or a general rule for all churches?

 

Jewish custom is to cover the head at all times, but it appears that firm Talmudic rulings on this are fairly recent (at least post-middle-age persecution), aimed at differentiating the Jews from the Christians, so it seems that this is no useful source of guidance on the cultural background to Paul’s words.

 

My own interpretation is that while Paul’s words are ambiguous, there is no harm in a man consistently having his head uncovered (no hat) in a worship service where prayer will occur. Even when it’s a little cold.  http://bibleq.net/answer/2289/

Wearing a baseball cap backwards reminds me of a punk.I would not want my preacher to come off as a punk.
