The context of Peter's epistle is that he is exhorting us to be holy as He is holy in all manner of conduct. He is referring to the present.

I do wonder if this excerpt from the apostle John is what Peter was meaning for how that sprinkling comes about, by walking in the light in fellowship with the Father & the Son, but if we do sin, we can ask for forgiveness and His help to continue walking in the light.
