My question is if I should be invited to a police function by the police would it be OK for me to refuse to attend and state why due to their refusal to show up at the accident? It might be more productive to contact them to find out why they refused to come out and try and get their policies changed rather than just refuse to attend whatever it is you are invited to. What you write on your unable to attend note will likely not be seen by anyone involved in their initial refusal to help you. I don't know where you are, but here, if the accident was on private property or parking lot, they do not work accidents.
