Last year I was involved in an accident and when I called 911 they refused to sent the police. My question is if I should be invited to a police function by the police would it be OK for me to refuse to attend and state why due to their refusal to show up at the accident?

It appears that their refusal to help is bothering you. It might be more productive to contact them to find out why they refused to come out and try and get their policies changed rather than just refuse to attend whatever it is you are invited to. What you write on your unable to attend note will likely not be seen by anyone involved in their initial refusal to help you. 

To answer your question, it is ok to refuse to attend, but it is also a bit nonproductive.

That is very unusual why they would not sent the police. There is more to this story than we know.

I agree with above that there has to be more information to assess the question.

Unless you are compelled by court of law, you always have the right to refuse.

Not gonna happen! These days the police are so defensive that any attempt to engage them in conversation is met with an attitude!

Don't' you think that you should at least find out who the 911 operators are?  In most states, 911 is staffed by civilian staff, not police officers.

I don't know where you are, but here, if the accident was on private property or parking lot, they do not work accidents.   I've not been in one so I don't know at what point people are informed of that.

The accident occurred in the middle of the street well away from any private property and parking lots.
