The woman in Revelation 17:9, sits on seven mountains, not hills. In the bible, mountains are often a metaphor for large nation, while hills often denote smaller nations.

As such the seven mountains on which the woman sits are the seven large nations of the G-7. The great city that rules over the kings of the earth, would be the city from which economic policy comes from, that the nations of the earth take their cue from in following. NYC

City normally means city in the bible.
