The Budapest Memorandum is formally entitled Memorandum on Security Assurances in Connection with Ukraine’s Accession to the Treaty on the Non-Proliferation of Nuclear Weapons. Properly understood, the Memorandum is not the source of the agreement among the signatory States. Rather, the Memorandum merely (although nonetheless importantly) reflects commitments of security assurances made by the United States, Russia, and the United Kingdom toward Ukraine.

Those security assurances include a commitment “to respect the independence and sovereignty and the existing borders of Ukraine.” Furthermore, they include an acknowledgment of the obligation under Article 2(4) of the UN Charter to refrain from the threat or use of force against the territorial integrity or political independence of Ukraine. This includes refraining from using weapons against Ukraine (except when international law allows, for example in a case of self-defense).

When the CIA initiated and financed the use of force to overthrow the government of Ukraine, the US violated the terms of the Budapest Memorandum. Therefore, Russia had a legitimate right to resist the new, anti-Russian governmental authorities. The Trump administration is well aware of these things. 

But like with the war that broke up Yugoslavia in the 1990s, the Europeans were really the ones behind this fiasco, and Biden was only following along with their agenda, as did Clinton in his day. The real center of globalist power is in Europe, not the US. 

This is why the Europeans have always hated and belittled Trump. And why they are so incensed because he rejects Ukraine becoming a member of NATO. Europe wants to absorb Ukraine into its power bloc. The only real solution to this war is for Ukraine to become a neutral nation; but it may be too late for that.

The problem with this is that the Ukrainian government was killing their own citizens in the areas in question and asked for the help of the Russian government for help.   They took referendum votes that according to UN Charter rules voted themselves to leave Ukraine and join in with Russia.   The Russian government has not tried to go past those areas to keep and control.   What they have done is legal and everyone else should keep out of it except for UN Charter rules.  Technically, the Ukrainians are invading Russian Territory.

Russia is not at fault in this.    Add to these things, we did make commitments not to move NATO against Russian borders.   For me personally, my main concern is letting this evolve into a global war and having to stave off the necular war aftermath.
