God is speaking to King Cyrus and how He is going to use him.

Here's the quote in context with, in my opinion, the correct word usage.

Isaiah 45:5-7

That's also been my thoughts. The Lord is not willing that any should perish. For something to be 'blotted out', it has to be there in the first place.

PAUL had come to the understanding that on the Cross the division between the Gentiles and Abraham and Isaac and Jacob and his house came down just like the walls of Jericho....when apostle Paul understood that, his method to  represent the Gospel to Gentiles must have change....and also to the Jews...who were not clean according to Abraham and the Law of circumcision...but as will see bellow....God cleansing the whole world in the name of Jesus...Peter's vision before his visit to Cornilious and God  affirming that by sending the Holy Spirit upon them...

Paul said that there is no more Jew or Gentile...

(by saying Jews he did not exclude the Israelites who were obedient to the Law) 

Paul did not say there is no more the covenant of Sinai with the Law...and or the Covenant of circumcision...

That would have created arguments, the same kind of arguments that were in place after the flood...

When the people in due time started to look for God....thinking to them selves...if you don't come to us, we will come to you...and started building the tower of Babylon...inviting God to appeared to them and at the same time God could have the tower as his house....

Paul empathize that we have a New Covenant...and that makes the Old Covenant of not effect for God...

As we also say the arrival (the start) of the New Year ends the old (the previous) year.

We do not see very clearly with Paul in his statements as to what is the man who was put in replace on earth to replace both the Jew and the Gentile, but perhaps we see it in his teachings.

We know the seed of Abraham was clean from the acrobistia of the rest of the world...(not sure if this is the correct word)..

We know that the seed of Abraham was cleansed by God a clean seed and the Gentile was unclean seed...

We have the Jew who was clean seed because of Abraham and the Law and the unclean seed the Gentiles....both those seeds set aside... Just like the New Covenant replacing the Old...we need to know what seed replace both the seed of Abraham and the seed of Gentile....

God must have made a New Man in place of the Jew and Gentile...

The New Man must be clean but not according to Abraham or the Law...

And also the Gentile seed to have been cleansed in a new way not according to the Law...

How God cleansed both  the Jew and the Gentile after the Law was abolished...

it must have been one way the same way for both the Jew and the Gentile..

by the death of Jesus Christ on the Cross...by the shed blood of Jesus Christ the whole earth was cleansed...

That what God said to Peter WHAT GOD HAS CLEANSED DO NOT CALL UNCLEAN. 

And he show him the vision the sheet coming down fro Heaven with all the Nations and tribes of the world...

The New Man on earth ready to be called to faith clean in the name of Jesus by default...

By default the Devil's hands are off humanity till the time someone dies and is found with the refusal to believe in Jesus Christ...

I said till the time of someones last breath ...because Jesus will accept any ones faith till the last moment of his life, no questions asked...even if one has refuse and fought Jesus with fervent jeal all his life....thanks to the example of Jesus and the thief on the Cross, and Jesus and Paul after the resurrection...who also invited him to be his disciple and apostle...

The Devil has to wait to take only those Jesus is giving to him...only those who in consiense of the truth of the Gospel refuse to believe in Jesus Christ...

Note it does not say the book of eternal life.

Just the book of life.
