He gave them the commission of the symbolic two witnesses to minister to the whole world.

The to symbolic two witnesses preach the everlasting gospel to the ends of the earth. Who in the last almost 2000 years has been preaching the gospel?

Those that have the testimony of Jesus also have the Holy Spirit of prophecy (Revelation 19:10).

The two witnesses cannot be old covenant saints under the mosaic law. Remember what Jesus told John:

Revelation 10:11

And he said unto me, Thou must prophesy again before many peoples, and nations, and tongues, and kings.
