I don't think spacetime is expanding. As a matter of fact, I thinks spacetime is an unchanging 4-dimensional block. However, water in liquid form is a special feature of Earth. It is usually present as vapor or ice in the Solar System. God created everything include space-time through His words, and restored everything to its proper order after Lucifer's Flood with the words, "Let there be ..."
