I'm confused as there is no indication if this was one faction attacking another or if it was non-Muslims attacking Muslims the same way they attack non-Muslims???

The mosque near where this incident occurred reportedly has a history of terrorist ties. It is suspect terrorism but yet is not confirmed as deliberate being it copies the weapon, a van, that was used months prior to mow down innocents on London bridge. Only this van mowed down mostly Muslims attending evening prayers at the mosque during Ramadan. 

The driver was held by the crowd surrounding the incident after it came to a stop. And police arrived and took him into custody. At least one witness says the man appeared to have lost control of the van. 
Though that could have been appearing as such when in fact he was steering for maximum impact on fleeing pedestrians.

If it was deliberate, it looks like some are tired of the attacks from muslims. 

But if it was deliberate, it was a terrible thing to do. Lost people, dying lost. 

If it was deliberate, expect retaliations on both sides.

If governments will not or can not curb this violence (a primary function of government), then people WILL take matters into their own hands.

And you're right - there will be retribution and retaliation.  The cycle continues.

Eye for an eye leaves the whole world blind. 
Unfortunately, the enemy that is Islam and the Jihadists who have been ordered by ISIS during the month of Ramadan to attack in Europe and America with knives, vehicles, bombs, actually think if they arrive in paradise as eyeless martyrs Allah will be proud of them.

Latest update. One person has died of their injuries at the scene. At least 8 others reported injured .  Victims are at three separate hospitals being treated. Some victims were treated and released at the scene. No word yet as to motive. Driver is at hospital as precaution and will be taken into custody after discharge. He will also be subject to mental health evaluation.

Now it seems the terror in London has come full circle.  Counter terror-attacks against Muslims. God help all of England and Europe. 

I listened to a report Saturday that said in less than ten years France , if numbers keep as they are with Muslim immigrants there, will outnumber French natives. Essentially becoming majority and then having capacity to change the policies of the country as the next step. Because part of Jihad is outer Jihad. Conquest. And that includes "breeding" among the enemy so as to outnumber them.  In Europe the Muslim invasion has been happening since approximately 1945. And Europe is changing rapidly in these days to become more and more Islamic. Largely what helped further the campaign of Jihad and defeat Europe's resistance, Islam literally translating as submission, was when governments in Europe disarmed their respective populace. It made those countries sitting targets for the will of Jihadists.

Getting them sympathy isn't going to help the overall problem.
