According to Jesus' own words, only blasphemy against the Holy Spirit will not be forgiven.  So, the question becomes, "What exactly is the sin of taking the mark and worshiping the image?"  The answer to that question will answer your question.

Yes, those who receive the mark and worship the image are the objects of the plagues.

And yes, this is the fate of those who refuse to repent of the the mark and the image.

You have asked a very interesting question: it seems it was God's plan from the beginning that man would rule the world for the first 6000 years and God would rule for the 7th thousand years.  A few ancient Jewish sages - perhaps as far back as Moses' time, wrote about this.

Another purpose will be to repopulate the earth. I suspect, from the 7 billion now on earth, the population may be down to a few million or even less after the 70th week has finished. God will use those that survive the week to repopulate.  There is a very somewhere that  says 7 women will cling to one man - for men will be very scarce.  I believe most of the young men in the world's military forces will descend on Israel for the Battle of Armageddon  - and be killed there.

All it takes is a basic understanding of grammar and a little bit of word studying to realize that it is talking about those who refuse to repent.

Or.

You can hold on to the "sealed fate" notion that directly contradicts what Jesus plainly stated about forgiveness.

Some people think this is a sin like most other sin that can be repented of. Others think not.  Is this a line that is crossed that cannot be retreated from? God sends angels to warn people - in their own language - every single person on the planet will get this warning: "take the mark and you will be doomed to the lake of fire." It seems to be this is the final line no one can cross. Everyone will know they they are choosing against the God of creation to take the mark. In other words, everyone will KNOW what they are doing and will do it deliberately. CAll it choosing sides: they are willfully and knowingly choosing the devil's side. 

 

Young's literal:  

And a third messenger did follow them, saying in a great voice, 'If any one the beast doth bow before, and his image, and doth receive a mark upon his forehead, or upon his hand,

he also shall drink of the wine of the wrath of God, that hath been mingled unmixed in the cup of His anger, and he shall be tormented in fire and brimstone before the holy messengers, and before the Lamb,

This simply does not mention repentance. It says if one received the mark he also shall drink and be tormented in fire and brimstone. 

I have to disagree with you here. This is like God telling all the fence setters: "CHOOSE right now which side of this fence you want to be on: you cannot sit on the fence any longer - you must choose. If you choose ME, you may lose your head, but if you choose against me, you will be sent to the lake of fire."

Absolutely not true.  They will be deceived.

• And he deceives those who dwell on the earth because of the signs which it was given him to perform in the presence of the beast, telling those who dwell on the earth to make an image to the beast who had the wound of the sword and has come to life.  Revelation 13:14

People will be deceived into thinking that the man of sin is God because of the signs he performs.  Scripture teaches the exact opposite of what you claim.  The question is whether or not they will come to their senses and repent.  The plagues will convict them of their sin of idolatry.  How many choose to repent is yet to be seen.
