A person will also have to wear a mask outdoors if they can not maintain a 6 foot distance. And what has the majority of jails done with the inmates to reduce the spread of covid-19? What percentage of the people are the police arresting for arrest-able offenses and citations issued instead? You can sure tell a color of a state [red or blue]. They might have done this sooner but there has been a shortage of masks. There are now a better supply so it is feasible to impose fines. Most non violent prisoners were were released when this started to reduce the spread. The Seattle area and most west of the Cascade mountains is largely socialistic, the more rural areas east of the Cascade Mts is strongly conservative. The more populous west side controls the state.
