Wasn't Babylon (in Iraq) supposed to be uninhabited for all time?

Apostle John who wrote the Revelation, as a Hebrew, just like other Hebrew who lived during Roman colonization of Israel 2000 years ago, they called the Roman as Babylon. John did not refer to the perished ancient Babylon but the end times idolatry.

In 2009, the U.S. pledged $700,000 to help rebuild Babylon. I found an old Reuters article dated from that year.

There is a whole chapter about this in Revelation 18. "4And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues."
