The OP is asking, in light of Luke 19:13, what are people like the poor man Lazarus supposed to do with their lives for God's glory since they have no money.  In the parable he quoted, the noble man gave 10 of his servants some money to "occupy" or "put to work" while he is gone.

He has also confused the poor man, Lazarus, with the Lazarus that Jesus raised from the dead.

Anyway, to answer the question....

.....the noble man GAVE these servants the money.  God does not come down from heaven and give people money today, but he does give people - all people tasks and works to do.

The poor cannot financially invest in God's kingdom, but they can pray, evangelize, work, and more.

Anyway, the point of the parable is not LITERALLY about money.  It's about using whatever God give you to further his kingdom until he returns.

There are poor people laying helpless on the  strerts, what can Lazarus the poor do ? Does God entrust him ?

There are many who equate this parable with money but the Lord isn't speaking about Mammon. Why would the Son of God, who told us that no one can serve two masters, command His servants to serve money? Are His servants commanded to worry for anything? No.

The parable address the faithfulness of His servants, the pounds (or minas) serving this purpose in His parable. He who is faithful with little is faithful with much, so to him much will be given; he who is unjust with little is unjust with much and so everything shall be taken from him. Like the noble in the parable when Christ returns to His kingdom, His enemies (those who object to His rule) will be slain in His presence. 

As for poor Lazarus? The Lord wept for Lazarus and it's clear from the scriptures that He intended to manifest His work in one whom He loved. God entrusts poor Lazarus with much indeed.

The church will take on what it is capable of taking on. Perhaps some churches don't take on enough. Meanwhile, it is up to each of us to do what we can to take care of ourselves.

I've been homeless many times over the years, friend. I work for homeless people and I testify that the Lord measures wealth in a manner foreign to this world. As the Spirit said to the church at Smyrna,

I know your tribulation and your poverty (but you are rich), and the blasphemy by those who say they are Jews and are not, but are a synagogue of Satan. (Revelation 2:9)

same as you and me, spread the gospel and help others in whatever way you can.   homeless people have their own culture and take care of each other in whatever way they can.

 

Example a guy asked me for enough money to buy him a bag of Twinkies at a 711 type store one morning....   all I had was two 50's in my billfold....   God whispered into my ear to give him one and learn.....     since I have grown to fear not minding the Lord I did just that....    his eyes got really large and as he was saying thank you and leaving the store he called two of his friends and told them to come along and he would buy them some real breakfast....   I felt so guilty because I was thinking the other $48 would go to wine or something of that nature...   and since that day many years ago I have paid a lot more attention to the homeless.

I worked nights for my company for several years and took care of large printers at a couple of places that was right in the middle of the area of Oklahoma City where a lot of the homeless hang out....    met many of them and found them to be kind caring people for the most part...   even the alcoholics that I met were not bullies....   they are a lot more interesting to be around than the sane people who go to bars....     (another long disaster story).  Met some interesting people on the streets during times when I didn't have any calls.

I'll explain what is meant by the Lord entrusting Lazarus with much, @R. Hartono: 

The Son of God chose to manifest His work in Lazarus. 

Now a certain man was sick, Lazarus of Bethany, the village of Mary and her sister Martha. It was the Mary who anointed the Lord with ointment, and wiped His feet with her hair, whose brother Lazarus was sick. So the sisters sent word to Him, saying, “Lord, behold, he whom You love is sick.” But when Jesus heard this, He said, “This sickness is not to end in death, but for the glory of God, so that the Son of God may be glorified by it.” (John 11:1-4 NASB)

Here is more truth: the poor and disenfranchised aren't cursed by the Lord as this world believes. Indeed, nations will be judged by how they treat the very least of the brethren as written in Matthew 25:31-46. They will be judged by Jesus Christ when He comes to sit upon His glorious throne. According to the wisdom of this flesh, the poor are accursed... how many disparage us, ascribing all manner of evil to us? I have not only been the recipient of such treatment from those who profess the name of Christ, but I have witnessed it heaped upon my fellows who share in this poverty by the same.

During the days of my affliction I wasn't received by some who gather in buildings to offer lip-service to the Lord on certain days of the week. I was viewed with disgust because surely I was some worthless beggar who had come to impose his filthiness upon the upstanding. Ah... but I was received warmly by the modest congregation. They embraced me in my filthiness and so their kindness and charity were pleasing to the Lord, a memorial to Him which said, "great are your riches in heaven."

It is hard for a rich man to enter heaven, my friend. Are the nations judged by how they treat those who have much, or are they judged by how they treat those who have little?

      You will know how to live like an eagle and lead others to the same place of safety and protection that God led you to, which broke you out of the silent prison you were in. Put your war boots on and get ready to fight back! Refuse to lay down -- get out of bed and rebuke what is coming at you. Remember where you are seated and live from that place.

      Acts 1:8 - “But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses … to the end of the earth.”

      I thought I write about the flip side of a topic, and how to recognize the attempts of the enemy to destroy lives and how you can walk in His victory!

      For the Apostle Paul taught us not to be ignorant of enemy's tactics and strategies.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      As we continue this series the next obvious sign of the resurrection in the Old Testament is the sign of Isaac and Abraham.

      Gen 22:1  After these things God tested Abraham and said to him, "Abraham!" And he said, "Here I am."
      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
