I would say neither. It seems to me most of the trouble we encounter in our lives is the result of our sin.

God is the source of All that is 'good'.

Evil is the absence of 'good'.

The bible tells us God is 'good' so only an ignorant person would assume God is the source of evil.

Where is the source of evil and sufferings...Satan or God?
Evil is not from God. Satan is its author. God is Holy and pure and exposes evil.
Jesus calls Satan, “the ruler of this world.” John 12:31.
Paul calls him “the god of this age.” 2 Corinthians 4:4.
 
people do the works of satan, evil deeds, sin. 
"under the sway of the wicked one.” 1 John 5:19. 
 
suffering comes from (at times) self, as we make bad choices,we suffer the consequences.Suffering also comes from Satan, as he influences others to do his evil work and Suffering also comes from God. .

Romans 5:3-5  in our sufferings, knowing that suffering produces endurance, and endurance produces character, and character produces hope, and hope does not put us to shame, because God's love has been poured into our hearts through the Holy Spirit who has been given to us.

Shepherd the Flock

The elders who are among you I exhort, I who am a fellow elder and a witness of the sufferings of Christ, and also a partaker of the glory that will be revealed: Shepherd the flock of God which is among you, serving as overseers, not by compulsion but [a]willingly, not for dishonest gain but eagerly; nor as being [b]lords over those entrusted to you, but being examples to the flock; and when the Chief Shepherd appears, you will receive the crown of glory that does not fade away.

 

Submit to God, Resist the Devil

Likewise you younger people, submit yourselves to your elders. Yes, all of you be submissive to one another, and be clothed with humility, for

“God resists the proud,
But gives grace to the humble.”

Therefore humble yourselves under the mighty hand of God, that He may exalt you in due time, casting all your care upon Him, for He cares for you.

Be [c]sober, be [d]vigilant; [e]because your adversary the devil walks about like a roaring lion, seeking whom he may devour. Resist him, steadfast in the faith, knowing that the same sufferings are experienced by your brotherhood in the world. 10 But [f]may the God of all grace, who called [g]us to His eternal glory by Christ Jesus, after you have suffered a while, [h]perfect, establish, strengthen, and settle you. 11 To Him be the glory and the dominion forever and ever. God does test the hearts of man:
For you, O God, tested us; you refined us like silver (Psa. 66:10).
On the contrary, we speak as men approved by God to be entrusted with the gospel. We are not trying to please men but God, who tests our hearts (1 Th. 2:4).
If a prophet or a dreamer of dreams arises among you and gives you a sign or a wonder, 2and the sign or the wonder comes true, concerning which he spoke to you, saying, ‘Let us go after other gods (whom you have not known) and let us serve them,’ 3you shall not listen to the words of that prophet or that dreamer of dreams; for the Lord your God is testing you to find out if you love the Lord your God with all your heart and with all your soul," (Deut. 13:1-3).
Why does God tests us?
Jeremiah 17:10 (NASB) "I, the Lord, SEARCH (EXAMINE) the HEART, I TEST the MIND, even to give to each man according to his ways, according to the results of his DEEDS."
Job 23:10 (NASB) "But HE knows the way I take; when HE has TRIED ME [TESTED], I shall come forth as GOLD.
1 Peter 1:6-9 (NASB) "In this you GREATLY REJOICE, even though now for a LITTLE WHILE, if NECESSARY, you have been DISTRESSED by VARIOUS TRIALS, so that the PROOF of your FAITH, being more precious than GOLD which is PERISHABLE, even though TESTED BY FIRE, may be found to result in PRAISE and GLORY and HONOR at the REVELATION of JESUS CHRIST; and though you have NOT SEEN HIM, you LOVE HIM, and though you do NOT SEE HIM NOW, but BELIEVE in HIM, you GREATLY REJOICE with JOY INEXPRESSIBLE and FULL of GLORY, obtaining as the outcome of your FAITH the SALVATION of your SOULS."
Blessed is the man who perseveres under trial, because when he has stood the test, he will receive the crown of life that God has promised to those who love him (James 1:12).
The conclusion is: all people experience suffering in one form or another. As we all live in a fallen world, we all experience evil as well. However as a believer we have this promise from God:I
Psalm 34:19 19The righteous person may have many troubles, but the LORD delivers him from them all.

God is holy and the source of all that is good.

Disobedience (sin) is the turning away from God. Is also turning away from what is good. Thus creates evil and suffering. Turning away from light, leave us in the darkness.

By love, God gave us free will. So we can choose between obeying Him or disobeying Him, turning away from good.

Evil is fearful of the Truth. Evil invests in fear to gain fear. It feeds of our wasted life energy through us being tense from fear. We actually squeeze out our own life energy through tension (in-tentsion, aka self-will). Proverbs 26:11  As a dog returns to its vomit, so fools repeat their folly. Evil exploits others to exploit itself, for it has no highermost and innermost source of life energy. It has to deceive others to give away their own energy, through fear; so evil can get the wasted energy to keep their illusion going.

Put your war boots on and get ready to fight back! Refuse to lay down -- get out of bed and rebuke what is coming at you. Remember where you are seated and live from that place.

      Acts 1:8 - “But you will receive power when the Holy Spirit has come upon you, and you will be my witnesses … to the end of the earth.”

      I thought I write about the flip side of a topic, and how to recognize the attempts of the enemy to destroy lives and how you can walk in His victory!

      For the Apostle Paul taught us not to be ignorant of enemy's tactics and strategies.

      2 Corinthians 2:112  Lest Satan should get an advantage of us: for we are not ignorant of his devices. 

      So often, we can learn lessons by learning and playing "devil's" advocate.  When we read this passage,

      Mar 3:26  And if Satan rise up against himself, and be divided, he cannot stand, but hath an end. 
      Mar 3:27  No man can enter into a strong man's house, and spoil his goods, except he will first bind the strongman; and then he will spoil his house. 

      Here we learn a lesson that in order to plunder one's house you must first BIND up the strongman.  While we realize in this particular passage this is referring to God binding up the strongman (Satan) and this is how Satan's house is plundered.  But if you carefully analyze the enemy -- you realize that he uses the same tactics on us!  Your house cannot be plundered -- unless you are first bound.   And then Satan can plunder your house!

      As we continue this series the next obvious sign of the resurrection in the Old Testament is the sign of Isaac and Abraham.

      Gen 22:1  After these things God tested Abraham and said to him, "Abraham!" And he said, "Here I am."
      Gen 22:2  He said, "Take your son, your only son Isaac, whom you love, and go to the land of Moriah, and offer him there as a burnt offering on one of the mountains of which I shall tell you."

      So God "tests" Abraham and as a perfect picture of the coming sacrifice of God's only begotten Son (Yeshua - Jesus) God instructs Issac to go and sacrifice his son, Issac.  Where does he say to offer him?  On Moriah -- the exact location of the Temple Mount.
