Yes they were created as Vegan, but as a consequence of the fall following the flood were permitted to eat meat and the functions built in started to work out as venom etc.

If the animals were created as vegan they don't need venom, do they ?

In the very beginning, it appears (and I am one who believes)

vegetarianism was the way of all creatures (including man).

Not only in Eden, but pre-flood.

Even the teeth of the T-Rex could have been to tear and shread

exotic plants like bamboo.

Thorns and thistles were not needed to protect plants, for example,

until the curse of creation because of the fall of man.

And once the world was eradicated by the flood (because of the sins

of man), as the world recovered and repopulated and the vegetation

had to recover... carnivorism  was necessary.

Animals (since Eden) had to be wild / feral in order to just survive.

maybe as a result of the snakes temptation of Eve ??  If we didn't fear them we wouldn't be so quick to kill them and God says the woman will crush the serpent beneath her heel

didn't in Genesis, Adam and Eve were given lordship over all animals?

i don't know, when i was younger, we got this pamphlet from Jehovah witness i think, and on it shows lions living peacefully beside humans.

maybe it is not God's original design and happens as result of human who falls.

Well, can we get any clues from the Bible?

The first mention of a poisonous snake [viper] occurred in Job 20:16. Job is the oldest book in the Bible, certainly pre- Law and probably not long after Noah's flood. Viper or vipers are mentioned in the Bible 8 times, asp or asps 5 times; all post flood. Serpent or serpents are mentioned 49 times in the Bible, the first being Genesis 3:1. In my opinion of first mentions [i.e. the serpent, dragon, Satan], could it be said Satan has venom in his mouth, his biblical features and makeup is that of a serpent? There are no mentions of vipers or asps in the antediluvian world.

Revelation 20:2 (KJV) And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years, [emphasis added]

Every creature that exists was created in the beginning [Genesis]; there are no new 'kinds' [not species] since. That would mean all the blood suckers and disease carriers like ticks, leeches, mosquitoes, fleas, biting flies, etc. were always in existence, along with the vegetation that developed thorns and thistles. I'm sure they were not created that way, an event occurred that cursed them and changed their 'nature'. 

Genesis 9:2 (KJV) And the fear of you and the dread of you shall be upon every beast of the earth, and upon every fowl of the air, upon all that moveth upon the earth, and upon all the fishes of the sea; into your hand are they delivered.

Today we know that animal species within kinds can adapt and change some to their environment, breeding and conditions but; a K-9 is still a K-9 etc. I suggest a major change occurred when the Lord cursed the serpent in Genesis 3:14, the ground in Genesis 3:17; and put the fear of humans into all animals in Genesis 9:2. I suspect that directly after the deluge as the world was a totally different environment, the species within kinds adapted and evolved to their new environment to survive? I suspect snake venom is a snakes saliva that aids in digestion for a non heat regulated metabolism cold blooded creature. That that saliva changed into different potentiates in reptile species to meet its needs adapting its use? 

Just possible ways and a timetable I've considered, that doesn't mean it's the correct one.

P.S. All species of snakes are part of an extremely complex ecological system regulating and balancing life on the planet, of which is so complex even science can't phantom its complexity and genius. Our Lord Jesus Christ holds everything together.

 Please correct me if I misinterpret the intent of your question, but you are asking why do snakes have venom that is poisonous to animals (and humans) if animal life were originally created to be vegetarians?  Some who espouse the theory of evolution speculate that animals designed especially to kill other animals for their existence derails the idea of creation; after all, animals and humans were originally intended by God to live in peace and harmony.

Regarding snake venom, please note this quotation I found regarding how some animal poisons may seem to be only for protection or killing: “In some cases we know that poisons play a role in the functioning of the body of the animal which manufactures them. In many instances this may be the real raison d’être of the venoms, quite apart from any protective value. The poisonous spittle of snakes, for example, has work to do in the digestion of the snake’s food.”—Marvels & Mysteries of Our Animal World, by The Reader’s Digest Association, 1964, p. 259.

When the planet reverts to its original paradisaic conditions, all animals and humans will dwell together in peace and harmony and one species, animal and human, will prey upon themselves: 

 

⁶ The wolf will reside for a while with the lamb,

And with the young goat the leopard will lie down,

And the calf and the lion and the fattened animal will all be together;

And a little boy will lead them.

 ⁷ The cow and the bear will feed together,

And their young will lie down together.

The lion will eat straw like the bull.

 ⁸ The nursing child will play over the lair of a cobra,

And a weaned child will put his hand over the den of a poisonous snake.

 ⁹ They will not cause any harm

Or any ruin in all my holy mountain,

Because the earth will certainly be filled with the knowledge of Jehovah
